En menos de un año, 82 familias vulnerables de Aipe, Huila, aprendieron oficios de albañilería y de elaboración de 500 bloques de concreto que luego utilizaron para ampliar y mejorar las condiciones de habitabilidad de sus viviendas, las cuales presentaban altos niveles de hacinamiento, y con ellos, riesgos sanitarios y sociales.
Esto se logró tras la formalización, operación y culminación en menos de 9 meses de la Alianza Público-Privada (APP) entre Prosperidad Social, la Fundación CEMEX y la compañía HOCOL -, para beneficiar a personas en condición de pobreza extrema del barrio Pueblo Nuevo, pertenecientes a la Red Unidos, cuya calidad de vida se veía afectada por carecer de espacios necesarios en sus viviendas.
“Aprendimos a hacer ladrillos y luego nos reunimos y construimos entre todos. Estamos muy contentos porque ya hay dos piezas más para que vivan los hijos”, comenta con alegría Luz Élida Guilombo. “Les agradezco enormemente a todas las entidades porque yo no hubiera tenido cómo construir porque soy cabeza de familia. No tengo palabras porque ya no estamos tan estrechos como antes”, dice por su parte Celina Pérez, habitante de Avelino Árias.
Con la intervención se buscó impactar no solo el factor de habitabilidad, sino la dimensión de empleo y generación de ingresos, ya que esta alianza tripartita, desarrollada en dos fases: noviembre de 2016 a marzo de 2017 y marzo a agosto de este año, permitió que los integrantes de las familias aprendieran técnicas de construcción que podrán aplicar en el futuro inmediato como capacitación para el trabajo, bien sea independiente o formal.
En esta alianza, Prosperidad Social invirtió $60 millones, Fundación CEMEX $100 millones y HOCOL $200 millones. Adicionalmente, la Alcaldía de Aipe, la Fundación del Alto Magdalena y otros actores sumaron aportes valorados en $120 millones.
“Es muy satisfactorio para Prosperidad Social dar por culminado el proyecto en Aipe en conjunto con Cemex, HOCOL y los diferentes actores que nos apoyaron en esta iniciativa porque asegura, por un lado, que personas en pobreza extrema aprendan oficios que les brinden la posibilidad de emplearse o desarrollar emprendimientos y, por otro, mejorar las condiciones de habitabilidad de sus hogares”, señaló el director de Gestión y Articulación de la Oferta Social de Prosperidad Social, Juan Felipe Rodríguez Sauda.
