Un presupuesto de $339.000 millones (0.14% del presupuesto nacional) tendrá El Instituto Colombiano de Ciencia y Tecnología – COLCIENCIAS – para el 2018, como resultado de adicionar $119.000 millones, al proyecto de ley inicial.
Con esa cuantía, COLCIENCIAS, como entidad que lidera la política de ciencia, tecnología e innovación, podrá seguir avanzado en el propósito de convertir a Colombia en una nación desarrollada sosteniblemente, guiada por la ciencia para facilitar una vida digna a todo connacional.
Este propósito también lo favorece la reforma al Sistema General de Regalías (SGR), que facilita el acceso y la ejecución de esos recursos, al incluir 2 cambios fundamentales: 1- La asignación se realizará a través de convocatorias públicas, abiertas y competitivas que permitan más participación, agilidad y transparencia y 2- Los programas o proyectos aprobados serán ejecutados por las entidades que los diseñan y presentan.
Es decir, los actores del Sistema Nacional de Ciencia, Tecnología e Innovación podrán acceder en forma más directa, al 10 % de los recursos del SGR.
COLCIENCIAS continuará articulándose con aliados estratégicos para seguir fomentando y fortaleciendo actividades de ciencia, tecnología e innovación, porque la ciencia es vital para que Colombia consolide la paz y logre alcanzar un desarrollo sostenible.
EL ACCIONAR
COLCIENCIAS promueve políticas públicas para fomentar la CT+I en Colombia; concerta políticas de fomento a la producción de conocimientos; construye capacidades para CT+I; propicia la circulación y usos de los mismos para el desarrollo integral del país y el bienestar de los colombianos; coordina el Sistema Nacional de Ciencia, Tecnología e Innovación-SNCTI y define programas estratégicos para el desarrollo del país, todo centrado en el fomento de investigaciones e innovaciones que los colombianos sueñan.
INCONVENIENTE
El propósito es noble, pero en departamentos, como el Huila, las iniciativas son discriminadas, orientadas y manejadas, impidiendo la presencia de propuestas que surjan de la dirigencia y la academia responsable.
Las iniciativas de la población son banales y superfluas, es el concepto y criterio de quien en El Departamento, maneja la oficina de Ciencia y Tecnología; de ahí que los recursos asignados duerman el sueño de los justos.
