El Consejo Municipal de Gestión del Riesgo de Neiva, socializó los estudios de Amenaza, Vulnerabilidad y Riesgo – AVR – de la parte media-alta de la cuenca del río Las Ceibas y las obras de mitigación para contrarrestar eventuales emergencias.
Este estudio se realizó bajo el componente de gestión de riesgo del Plan de Ordenación y Manejo de la Cuenca Hidrográfica del río Las Ceibas – POMCA -, que tiene como objetivo elaborar estudios de amenaza, vulnerabilidad y riesgo por fenómenos de remoción en masa, inundaciones y avenidas torrenciales en la micro cuencas de las quebradas Motilón y los Micos, tributarias del rio de las Ceibas.
“Hemos adelantado trabajos importantes relacionados a estudios de AVR en la parte media alta de la cuenca del río Las Ceibas, una zona que es muy susceptible a deslizamientos, a las remociones en masa y avenidas torrenciales que comúnmente conocemos como avalanchas que vienen con una cantidad de material mesclado como palizadas y piedras”, explicó el Director de la CAM.
OBRAS PROPUESTAS
El estudio busca establecer mecanismos de mitigación con el montaje de estructuras de contención, reflejadas en mallas sobre algunos tramos del cauce del río, la instalación de barreras dinámicas (mallas) contra el flujo de detritos, que permita reducir el potencial daño que puede tener una eventual avalancha sobre la ciudad.
De acuerdo con el representante de la autoridad ambiental del Huila, la canalización del río Las Ceibas a su paso por la zona urbana de la ciudad, está diseñada sobre unos caudales que no contemplan altos volúmenes de sedimentos.
“Estos sedimentos pueden venir mesclados con palizadas y grandes piedras, por eso se hace necesario complementar las obras que están en la ciudad con otras obras de mitigación en la parte media y alta de la cuenca, que contribuyan a reducir los escenarios de riesgo en el municipio de Neiva”, enfatizó Cuéllar Medina.
La presentación de los estudios buscó conocer los aportes de todas las autoridades locales y poder tomar la mejor decisión de cara a la mitigación de riesgo, que se cierne por las más disímiles eventualidades de fenómenos naturales o la irresponsable acción del ser humano.
