La inseguridad ciudadana crece en todo el país. Gravísimo que los ciudadanos, la asuman con indiferencia. El Estado debe garantizar seguridad a todos. El marco legal relativo a la seguridad, debe ser coherente con la gravedad y la tipificación del delito.
La normatividad vigente sobre seguridad y sanción del delito, es laxa e inadecuada al nivel delictivo y está impregnada de corrupción, politiquería y clientelismo.
No es extraño que el gamonal, el congresista, el diputado, el concejal, defiendan a sus clientelas, secuaces y testaferros.
El alcance y rigor de las normas legales y la actitud de la autoridad, distan mucho de lo que requiere la gravedad del problema.
Los congresistas y el gobierno, son conocedores directos de la inseguridad del problema. Constitucionalmente, el estado tiene obligación de garantizar la vida, honra y bienes de los ciudadanos y de tomar decisiones, para resolverlo.
Hay demasiada tolerancia, impunidad, complicidad e irresponsabilidad al respecto.
El espejismo siniestro de la seguridad democrática, conquistó admiradores incautos e interesados perversos, mientras la inseguridad se catapultó entre 2.002 y que en 2.010. Se catapultaron: delincuencia común, bandas criminales, falsos-positivos, persecución de magistrados, desplazamiento forzado, entre otros y se reactiva ante las perspectivas políticas con el próximo gobierno.
La inseguridad ciudadana crece a pesar del gasto en el aparato de seguridad, que supera los $40 billones/año, equivalente a $100.000 millones diarios). El resultado que comprobamos hoy, es más y mayor degradación de la inseguridad ciudadana.
La responsabilidad de la seguridad ciudadana, es de todas las instituciones y de la misma sociedad, pero el gobierno es quien debe diseñar y ordenar instrumentos legales y procedimientos, que la garanticen.
Los miembros de las instituciones armadas legales, deben ser los únicos autorizados para portar armas y deben responder por la seguridad de cada ciudadano. Pero esas mismas instituciones, por negocio, autorizan el porte de armas y no hacen control real, del porte no autorizado y menos del autorizado.
Las patrullas policiales deben, practicar requisas rutinarias, a lo largo y ancho del país, las 24 horas de los 365 días del año y todo ciudadano honesto, debe colaborar efectivamente con las mismas.
Las normas legales, sobre retención de delincuentes, deben corresponder con la gravedad de la inseguridad. Legalidad vigente y jueces, puede dar al traste con la labor policial. El delincuente, en muchos casos, el juez lo libera bajo argumentos leguleyos o corrupción, mientras el policía honesto expone el pellejo y saborea frustración. No todos son honestos, pero la mayoría lo son.
Las causas de la inseguridad, no se pueden combatir y extirpar solo con mediadas represivas. La inseguridad ciudadana tiene relación directa con el problema socio-económico de la sociedad: concentración de la tenencia de la tierra y la riqueza, desempleo, subempleo, informalidad, precarios salarios, migración a la ciudad, consumismo, educación y cultura. Todos, caldos de cultivo de la inseguridad y la violencia, que azota a toda la sociedad. Son problemas por resolver, que los gobiernos hacen lo posible por minimizar, ocultar y soslayar.
El modelo económico y político, impuesto, aceptado y defendido, por el gobierno y la clase política, son responsables del desempleo e inequidad socioeconómica. Gobierno y clase política, niegan la realidad y son los genuinos responsables de la inseguridad.
