El plan para reactivar la economía del Huila lo incluye
El Huila es un departamento con una vocación turística, por lo que las medidas de confinamiento obligatorio tienen al sector sumamente golpeado económicamente. Municipios como Villavieja, San Agustín, Rivera, entre otros, cuya apuesta productiva más importante es el turismo, necesitan ver una luz en el camino, que por lo pronto está lejana.
Hoy los empresarios del turismo están en la incertidumbre, la extensión del aislamiento preventivo y la falta de precisión sobre el momento en el que se dará la normalización del turismo, dificulta la planeación del sector y no permite tener una certeza de cuando se va a reactivar, muchos hablan incluso de que esto sería no antes del segundo semestre de 2022.
El turismo requiere medidas excepcionales y diferentes a las estipuladas para las demás industrias, pues será el último sector en volver a trabajar y recuperarse, hoy se ve debilitado debido a las pocas estrategias que les quedan a los empresarios de cara a la crisis, y el empleo es el más afectado.
Si bien la mayoría de los sectores económicos del país han podido, en cierta medida y paulatinamente, comercializar sus productos y servicios, el turismo ha sido la industria a la que más le ha costado subsistir debido a su temprana suspensión de operaciones y a su tardía reactivación.
La reactivación y comercialización de los productos turísticos, de las agencias de viaje, depende directamente de la apertura de los vuelos, hoteles, entre otros, y requieren de una previa promoción.
No es de esperar que una vez se hable de una reactivación, los negocios despegarán, pues a esto también hay que sumarle el daño que hoy se tiene en la confianza de volver a viajar y la pérdida de muchos empleos.
“Nuevamente insistimos en que necesitamos medidas excepcionales y diferentes a las estipuladas para las demás industrias, pues será el turismo el último sector en poder volver a trabajar y por ende, en recuperarse, y la crisis aumenta al no haber una fecha para la normalización en su operación”, señaló Paula Cortés Calle, presidente ejecutiva de ANATO.
Plan de reactivación
Precisamente el gobernador del Huila, anunció un plan de reactivación económica que incluye al sector turismo.
Según el gobierno departamental este plan permitirá salvaguardar el tejido empresarial, como principal eslabón de la cadena, que garantice mantener las fuentes de empleo, atacar la pobreza extrema y generar una dinámica de circulación económica que contribuya a la recuperación de todos los sectores en el departamento del Huila.
El proceso está encaminado a darle vía libre a la economía en el departamento, sin olvidar los límites de bioseguridad.
Por un lado esta el fortalecimiento empresarial donde se propone dinamizar la economía regional a partir de la adaptación de los modelos empresariales a los cambios de los comportamientos de los consumidores, igualmente generar una cultura del autocuidado, fortalecer las habilidades blandas y el desarrollo de competencias técnicas y tecnológicas acorde a los nuevos retos generados por Covid – 19.
Además, se busca dinamizar la economía regional a partir de un Fondo de reactivación económica, que apoye financieramente a las empresas de la región afectadas por la crisis.
Asimismo, se va fomentar el ‘Sello Huila Solidario’ como una marca región que contribuya a superar la crisis económica, social y sanitaria.
De acuerdo al Jefe de la Oficina de Productividad y Competitividad de la Gobernación del Huila, Oscar Trujillo Cuenca, “El Plan de Reactivación Económica del Huila tiene como objetivo mitigar los efectos económicos y sociales de la actual pandemia junto con establecer el rumbo para la recuperación y dinamización de la economía departamental, desde varios frentes, el primero corresponde a un plan de acción para atender la emergencia principalmente representado en inversiones para el fortalecimiento del sistema de salud a través de la red pública hospitalaria, el segundo humanitario a través de transferencias monetarias y complementos alimenticios para la población más vulnerable en riesgo de caer en la pobreza o pobreza extrema en concordancia entre el gobierno nacional y departamental. Tercero, un plan de acción con actividades inmediatas, de corto, mediano y largo plazo, tales como la creación de un Fondo de Reactivación Económica que permita el acceso al crédito a las empresas inyectando liquidez y mitigando así no solo la pérdida de empleo sino el riesgo de cierre inminente de estos establecimientos”.
Subsidios
Finalmente, se dispondrá de 6 mil millones de pesos para subsidiar el pago de servicios públicos en los próximos dos meses.
También habrá inversión en infraestructura educativa, en vivienda, vías, deporte, y deporte y saneamiento básico por un valor superior a los 275 mil millones de pesos.
Según el gobierno departamental, el plan se basó en estudios realizados por la Cámara de Comercio de Neiva, donde se registraron los sectores con mayores pérdidas, como los bares con un 100% de bajón, peluquerías con un 100%, productos y artículos para el hogar con un 98%, elaboración de productos textiles, calzado y bolsos con un 86%, cafeterías en el 84%, elaboración de productos alimenticios 71%. Esta situación ha ocasionado que a la fecha el 17,6% de los empresarios haya suspendido contratos, otro 16,9% de los empresarios redujo su planta de personal y el 65,5% de los empresarios estén haciendo esfuerzos para poder mantener sus empleados.
