A propósito de las expectativas respecto al próximo presidente de Colombia: Para que una sociedad pueda desarrollarse y lograr positivos y progresivos objetivos políticos, sociales, económicos y culturales, es imprescindible que tenga alguien que piense, organice, dirija y asuma, en términos generales, las responsabilidades del desarrollo integral. Ese alguien, bajo esas condicione, debe ser el jefe de gobierno, de la correspondiente nación.
Sobre esta visión del ejercicio del poder y del desarrollo, es imperativo reflexionar sobre las condiciones socioeconómica, institucionales, de impunidad y desgobierno dominantes, Colombia padece el flagelo de la pobreza, la indigencia, el desempleo, el subempleo, la inseguridad, la impunidad, la concentración aberrante del ingreso y el atraso general.

Sobre la problemática socioeconómica e institucional y de desarrollo nacional integral, resulta oportuno hacer comparación entre naciones que renacieron de sus cenizas y Colombia:
Corea dejó de ser colonia de Japón en 1945. Más del 80% de su población era campesina. Más del 50% de su suelo agrícola pertenecían al 5% de familias. 2/3 eran cultivadas por inquilinos. Más del 75% de los predios tenían menos de una hectárea. Los predios de más de 10 hás. pertenecían al 1.2% de familias.
Seguidamente a la independencia de Japón, fue destruida por el criminal Estados Unidos, en la llamada guerra de Corea. Al finalizar la guerra, en 1953, hace 70 años, quedó destruida y dividida, en Sur y del Norte. La del Norte bajo régimen marxista. La del Sur, bajo sistema económico-político capitalista, pero dirigida por gobiernos responsables y honestos, social y políticamente.
De interés: Desastre socioeconómico – político y social nacional
El modelo económico-político no impidió la ejecución de una reforma agraria integral. La reforma agraria expropió los predios de más de 3 Has. y los entregó a quienes los trabajaban, en propiedad. El estado construyó sistemas de riego. Apoyó la ciencia y la tecnología. Hubo productividad y excedentes agropecuarios, canalizados al sector industrial, todo dirigido por el estado. Impulsó la educación tecnológica, especialmente.
¿Cómo está Corea del Sur hoy? Superficie, 100.339 Km2. Población 52 millones. Producto Interno Bruto U$1.6 billones (de dólares). Percapita; U$30.000. Es una potencia industrial, comercial y científica emergente.
El país suramericano
Colombia: hace 2014 años es “independiente y soberana regida por modelo de poder democrático”. Los resultados: 0.4% de los propietarios poseen el 48% de las mejores tierras. El área cultivada permanece en nivel de 1990, principios de la gran apertura económica. La pobreza, el desempleo y la informalidad se hacen invencibles.
Importa más de 15 millones de toneladas de alimentos básicos y en particular agropecuarios, mientras mantiene más de 3 millones de desempleados absolutos y más de 11 millones sub-empleados y en la informalidad.

No ha sido posible ejecutar una reforma agraria integral. Mientras, en los últimos años, los países latinoamericanos, mejoraron los índices de desarrollo humano, Colombia, Honduras y Guatemala los empeoraron. Las mafias incrustadas en el poder y la sociedad, se apoderan año a año, de altos porcentajes del presupuesto y del poder, mientras el déficit fiscal y la duda pública se hacen inmanejables y la formación académica es un desastre.
Lo anterior nos demuestra que, en Colombia, los gobiernos con los órganos de poder bajo su orientación, han sido muy inferiores a la responsabilidad ética, social y política, necesarias para lograr niveles de desarrollo económico y social, que garanticen el progresivo mejoramiento de la calidad de vida de sus nacionales y construcción de equidad socioeconómica.

Colombia, rica en recursos naturales y 1.144.748 Km2. Corea con mayor población que Colombia. Colombia con PIB de U$336.500 millones, mal distribuidos y manejados, con ingreso Per-Cápita de U$6.806, el 80% concentrado en el 20% más rico. Hoy, Corea una potencia industrial-comercial. Colombia sumida en el desastre socioeconómico, sometida por organizaciones de politiqueros, clientelistas y corruptos. Sin ninguna perspectiva de superar el desastre.
Perspectiva
Este panorama sombrío, lo puede revertir el próximo gobierno, si no claudica ante el asedio al que ya se ve sometido, por los enemigos del pueblo y del progreso nacional, en procura de escalar posiciones de poder institucional, para interferir a su favor el ejercicio del poder, como es tradicional en ellos.

El régimen, político y económico, que ha usufructuado el poder, desde hace más de 200 años, es el responsable de todos los problemas que dañan o frustran legítimos intereses de los ciudadanos y niegan el derecho a una vida digna.
Podemos pensar, con moderado optimismo que el pueblo colombiano está entendiendo las causas seculares y precisas, del atraso socio-económico, social y cultural, de las mayorías nacionales.
Es la impresión que da, con la actitud y decisión de integrantes activos de la protesta, al exigir derechos sociales legales y legítimos y con los resultados de los dos procesos electorales del presente año.

El régimen y sus representantes parece que tratan de explicarse la actitud del elector y por eso aceptan los llamados del electo presidente a hacer un pacto nacional. Ese pacto puede convertirse en una trampa, el nuevo gobierno no mantiene firmes sus manifiestos propósitos, expresados en campaña de reconstruir integralmente, el tejido social, económico e institucional, dando primacía a la construcción de equidad socioeconómica y al derecho a la dignidad humana.
Deducción
Se puede concluir que algunos nominados o postulados para inmediatos colaboradores, como José Antonio Ocampo, no es el mejor acierto, por su trayectoria burocrática y su manifiesta obsecuencia al dogmatismo economicista. Algo similar se puede prever del neoliberal pura sangre Alejandro Gaviria, entre muchos otros del sonajero. Peor aún si acata orientaciones del diabólico Uribe Vélez y de gremios económicos, ávidos de lucro y ganancia. A estos no les importa la suerte y situación de los de a pie, de los nadie, que son la mayoría de colombianos. Lo han demostrado desde siempre.

Colombia ha llegado a un estado de práctica inviabilidad fiscal-financiera, debido al rezago en producción, productividad, competitividad y a su crónico y creciente déficit de la balanza comercial, que cataliza el asfixiante endeudamiento público.
La inequidad socioeconómica. La inviabilidad del sector agropecuario. La imprevisión e improbidad en el manejo de los recursos y patrimonio público. El vergonzoso atraso de la red vial nacional. El apabullante narcotráfico y la corrupción endémica. El abuso de poder con el manejo de la industria del petróleo, son resultados evidentes del pésimo e irresponsable ejercicio del poder hasta hoy, coadyuvado por el caótico sistema de justicia.

El nuevo presidente debe tener en cuenta lo expresado por el economista Thomas Pikety: “En efecto, de la distribución de la riqueza es demasiado importante, como para dejarlo solo en manos de solo los economistas, los sociólogos, los historiadores y filósofos. Atañe a todo el mundo y más vale que así sea.” “Por fortuna la democracia jamás será reemplazada por la república de los expertos” y agrego yo, los sabios de pacotilla portadores de títulos y supuesta sapiencia y experiencia, esclavos de dogmas económicos y compromisos con el modelo económico, que ha demostrado incapacidad para construir equidad socioeconómica y justicia social. La economía no es una ciencia.
Es una simple disciplina académica, muy apta para la especulación. Se ha dicho, con mucha razón, que mientras Colombia permanezca gobernada por economistas y abogados, incondicionales sirvientes del régimen y del modelo económico vigente, ninguna osibilidad tienen de lograr desarrollo solido e integral, sustentable.
