Los ecosistemas de páramo del Huila y Cauca, son beneficiarios del proyecto para implementar estrategias de manejo, mejorando las relaciones de producción desarrolladas por la población que las habita.
La iniciativa se financiará con $14.600 millones, proporcionados por Fondo Francés para Medio Ambiente Mundial – FFEM – a través de la Agencia Francesa de Desarrollo – AFD – del Programa de las Naciones Unidas para el Desarrollo – PNUD -.

El recurso lo administrarán: la Corporación Autónoma Regional del Alto Magdalena – CAM – y la Corporación Autónoma Regional del Valle del Cauca – CVC -, según acuerdo firmado, para desarrollar el proyecto Páramos Macizo, una estrategia nacional para la gestión y el desarrollo sostenible del Macizo Colombiano y de los ecosistemas de páramo.
Cobertura
En el proyecto diseñado para 3 años, El Fondo Francés aporte un millón cien mil euros y el Huila tendrá una cobertura en los páramos: Sotará, Puracé y Nevado del Huila, que están dentro de la cobertura del Macizo Colombiano.
El convenio está relacionado con el desarrollo de actividades de las comunidades que las habitan, para fortalecerles procesos de conocimiento, conservación y avanzar en estrategias de restauración en las que reciben presiones, mejorando condiciones de relacionamiento de sistemas de producción.

La ejecución del convenio es una respuesta al documento CONPES 3915-2018, que define los lineamientos de política y estrategias, para el desarrollo regional sostenible del Macizo Colombiano y a las demás políticas vigentes, en especial la Ley 1930 de 2018 de Gestión Integral de Páramos.
“Se pretende implementar los Planes de Manejo Ambiental de estas áreas protegidas que están cubriendo y protegiendo los complejos de páramos del Huila como son: Miraflores, Sotará, Guanacas-Puracé – Coconucos, Cruz Verde – Sumapaz, los Picachos y Nevado del Huila – Moras” advirtió Camilo Augusto Agudelo Perdomo, Director de la Corporación Autónoma Regional del Alto Magdalena.
Inicio
Los 3 años de duración del convenio comienzan a contabilizarse en julio de 2022, tiempo durante el cual se estima lograr positivos resultados, en la conservación de los eco-sistemas incluidos.
Las áreas beneficiadas son zonas protegidas por la autoridad ambiental, pero ese necesario, mejorar las condiciones de vida de los miembros de las comunidades residentes en la frontera o en la influencia de cada una de ellas.

Concertación
Uno de los aspectos fundamentales de la implementación del convenio, es la concertación de la CAM con las comunidades.
Si la ejecución se efectúa sin el conocimiento de los habitantes que, se suponen, son productores en las zonas de influencia, la iniciativa será un fracaso.
Por lo general, este tipo de iniciativas, donde existen recursos económicos de por medio, se impulsan y ejecutan desde un escritorio, y los directos beneficiados carecen de información necesaria y suficiente para contribuir con el éxito. Es indiscutible que, este convenio será la excepción y al finalizar julio del 2.025, los voceros de las comunidades rurales beneficiadas, revelen el alcance de la millonaria inversión extranjera.
