En una columna publicada en este mismo espacio, el 18 de febrero de 2017, que titulé “UN CRIMEN CON LA CIUDAD”, en referencia al mayor elefante blanco en materia de construcción de obras públicas en esta descaecida región, cual es el fallido estadio de fútbol de Neiva, dije textualmente lo siguiente: “De qué otra manera se puede llamar lo que hicieron en la ciudad de Neiva, los que contrataron y ejecutaron las obras de remodelación del estadio de fútbol, que ahora, después de haber invertido más de 23.000 millones de pesos, la Contraloría General de la República, nos dice tardíamente que las obras realizadas son estructuralmente inviables, y por lo tanto carecen de funcionalidad, al punto que de terminarse habrá que demolerlas porque no ofrecen garantía de seguridad para los usuarios, que son el mismo pueblo neivano. Un auténtico crimen  que no solo deja un enorme detrimento patrimonial, sino 4 muertos, varios heridos, y a la ciudad literalmente sin estadio, y por supuesto hasta ahora en total impunidad”.

Pues bien: después de 33 meses de publicación de dicho artículo, la misma Contraloría General de la República como conclusión de una investigación de responsabilidad fiscal contenida en 646 folios, hizo imputación de esta índole, por supuesto cantada, a los servidores públicos, contratistas e interventores, en cuantía de 13.771 millones de pesos, develando – que también estaban cantadas-, las protuberantes, por no decir que dolosas fallas en que se incurrieron en la contratación y ejecución del sinuoso contrato, que comenzó nada menos que por falsear su mismo objeto, que era el reforzamiento o repotenciación previa de la construcción que existía, indispensable para la construcción de nuevas obras que evitaran su colapso, como en efecto ocurrió posteriormente.

Y estaba cantada igualmente la responsabilidad a título de culpa grave, que debió ser gravísima, de los servidores públicos y contratistas respecto del torcido contrato de obra pública, particularmente en relación con el entonces alcalde Pedro Suárez, por cuanto este como bien lo argumentó el ente de control en su providencia sancionatoria, insólitamente no ejerció como era su deber, el debido control y vigilancia en la ejecución del contrato, que no podía delegar sin eximirse de responsabilidad dada la envergadura de la construcción contratada, además del principio de planeación, pues también de manera insólita, como ocurre casi siempre en la construcción de obras públicas en este corrupto país de coimas y sobornos, no se realizaron los estudios previos de manera completa para llevar a cabo la licitación y posterior contratación. Y estaba cantada también la responsabilidad fiscal del actual alcalde Rodrigo Lara, que a sabiendas de las advertidas falencias en la ejecución del  contrato -que ya habían provocado un colapso de la obra-, procedió con incuria a adicionar el contrato en cuantía de 7000 millones de pesos, que fue el generador de la mortandad y los heridos, so capa de que ya estaba aprobada dicha adición, que no lo eximía desde luego, conocedor de los antecedentes de la sinuosa y trágica obra para fatalmente realizarla, como efectivamente ocurrió. Así estaba cantada la responsabilidad fiscal por el crimen con la ciudad
