El incremento en las facturas de algunos servicios públicos sigue generando malestar en los huilenses y cada día son mas recurrentes las quejas por montos con alzas desmedidos en los recibos de servicios públicos.
Varias de esas denuncias son publicadas a diario en las redes sociales como la de un neivano al que la factura le llegó por encima del millón de pesos, cuando normalmente pagaba 300 mil pesos. “300 mil veníamos pagando antes de todo este caos. Es una factura de una casa y sobre todo estrato 2, y ahora estos se quieren hacer su San Pedro con la gente”, escribió Lucho Santos en Facebook.
El caso de Orlando Cortés un vendedor informal que decidió abandonar la cuarentena y salir a trabajar porque ya no tiene como seguir sosteniendo su casa y asegura que los recibos de los servicios públicos si llegan puntuales y con el valor muy elevado.
Las denuncias hablan de incrementos del 50, 60 y hasta el 100 por ciento, e incluso por encima de esos valores en el costo de las facturas.
“Después de uno esperar en línea casi una hora, el funcionario que recibe la llamada, sale con los argumentos a favor de la empresa por el famoso sistema (Lectura) y lo peor del caso es que por teléfono no le reciben al usuario el PQR, como lo estipula la Ley, y lo envía a uno a la página de la Empresa. Cómo es posible que el recibo se Incrementó, para el mes de abril, el doble. Y los entes de control de la ciudad de Neiva, se hagan los de la vista gorda, no hay derecho”, expresó Alfonso Narváez sobre el costo del servicio de gas.
Ante la situación las empresas de servicios públicos han señalado que si se ha presentado incremento en los costos, pero esto es también proporcional al incremento en los consumos por la presencia permanente de las familias en los hogares, no obstante, para los ciudadanos sigue siendo desproporcional el incremento.
Las empresas de las que mas se han recibido quejas, son las prestadoras del servicio de energía y gas. Esta última, Alcanos de Colombia, anunció recientemente que para evitar sacar personal a las calles a tomar lectura de los contadores y manejar un costo razonable para los usuarios, manejaría un costo promedio.
Ayer, la Superintendente de Servicios Públicos Natasha Avendaño, explicó que esto no se puede hacer, porque entre otras cosas, hay predios habitacionales o comerciales que estan desocupados, y no pueden pagar como si estuvieran usando el servicio.
“Ninguna empresa de servicios públicos está autorizada para facturar por promedio como una decisión unilateral de la empresa. La única manera en la que puede llegar a facturar por promedio es que demuestre que efectivamente tuvo imposibilidad de acceder al predio donde está el medidor”, dijo la superintendente.
Además se refirió al tema de la suspensión. Reiteró que no está permitido que las empresas corten el servicio por no pago. Explicó las medidas de alivio tomadas por el Gobierno para los estratos: “Estratos 1 y 2: se difiere el pago con tasa cero de interés y hasta por 36 meses; estratos 4 y 5: se difiere el pago a 24 meses; estratos 5, 6 y usuarios no residenciales: Antes de la suspensión las empresas deberán ofrecerles líneas de financiación y condiciones de pago. Si el usuario no acepta las alternativas podrán proceder a la desconexión”.
