Neiva comenzó a proyectar el montaje del Centro Regional para la atención de Víctimas, con respaldo de la Unidad para la Atención y Reparación Integral a las Víctimas, que opera en Colombia luego de promulgada la ley de tierra (1448).
La directora de la Unidad, Paulina Gaviria, se comprometió a impulsar la iniciativa del actual alcalde capitalino Rodrigo Armando Lara Sánchez, con base en el elevado promedio de familias desplazadas por el conflicto armado que registra la ciudad en los últimos 10 años.
En forma paralela se impulsará la reactivación de MERCANEIVA y el mejoramiento de la Escuela de Paz en la comuna Ocho, que permitirán la concepción y concreción de proyectos productivos con quienes padecen el flagelo de la victimización en la región, integrando lo rural y lo urbano, tal como lo plantea en el Plan cuatrienal de desarrollo para la ciudad que actualmente se encuentra en perfeccionamiento.
Este propósito dispone de un elemento fundamental existente, MERCANEIVA, desde donde se pueden impulsar las más diversas unidades productivas dirigidas a proyectos asociativos, según criterio del Lara Sánchez.
