El modelo de atención en salud del magisterio adopta la Política de Atención Integral en Salud- PAIS en el componente “La atención primaria como estrategia básica”, e incluye la implementación de programas de prevención secundaria.
La Atención Primaria en Salud (APS), es una estrategia que busca, mediante tecnologías y métodos sociales, clínicos y científicos, proveer asistencia esencial, continua e integral a las personas, familias y comunidades en condiciones de cercanía como “primer elemento de asistencia sanitaria” que se garantiza por ser de alta calidad, costo efectiva y prestación de servicios multidisciplinarios (OMS, 1978).
El enfoque de salud familiar y comunitaria reconoce a la familia y la comunidad como sujetos de atención en salud, entiende que la atención de salud debe ser un proceso continuo que se centra en el cuidado de las familias, se preocupa de la salud de las personas antes que aparezca la enfermedad, les entrega herramientas para el autocuidado, la gestión y la promoción. Su énfasis está en promover estilos de vida saludables, en fomentar la acción multisectorial y en fortalecer la responsabilidad familiar y comunitaria para mejorar las condiciones de salud. En caso de enfermar, se preocupa porque las personas sean
atendidas en las etapas tempranas de la enfermedad, para controlar su avance y evitar su progresión a fases de mayor daño y de tratamientos más complejos.
Con la orientación de este enfoque, y de acuerdo con la Política PAIS, las poblaciones son adscritas, atendidas y acompañadas de manera integral por Equipos Multidisciplinarios de Salud (EMS) vinculados a prestadores primarios.
Redes Integradas de Atención
Una Red de Servicios de Salud es un conjunto articulado de instituciones de salud ordenado por niveles de complejidad para atender a los afiliados en forma integral, de acuerdo con sus necesidades de salud, con modelos administrativos y/o asistenciales que organizan las rutas de atención bajo los criterios que se establecen para el Sistema de Salud del Magisterio desde el Fondo Nacional de Prestaciones Sociales del Magisterio.
Es por esto que la prestación de los servicios de salud se realiza a través de las redes integradas de servicios de salud, por nivel de complejidad, de acuerdo con el perfil poblacional, con enfoque de riesgo, privilegiando el control de las patologías que afectan más gravemente la salud de nuestros afiliados.
La cobertura de servicios es ofertada en las áreas geográficas denominada Regiones, que para el caso de la UT TOLIHUILA es la Región 1 que comprende los departamentos del Huila y Tolima y garantiza la prestación de Servicios de baja complejidad en el municipio de residencia del afiliado, los servicios de mediana complejidad en la ciudad más cercana y la alta complejidad, para atender el principio de contigüidad con la siguiente prioridad: primero en el mismo departamento, después en la misma región y por último, cuando no existen algunos servicios dentro de la Región, en la gran ciudad más cercana que los preste a través de red contratada, de acuerdo con la oferta existente en la zona.
