La Dirección Nacional de Gestión del Riesgo, consolidó balance de las afectaciones humanas, físicas y en la producción que generó el desbordamiento de vertientes hídricas, acaecido hace 11 días, en 4 municipios del norte del Huila,.
El balance final, acompañado de las inversiones y las nuevas ayudas para los afectados, lo entregó el director de la UNGRD, Carlos Iván Márquez, al término del Consejo departamental de Gestión del Riesgo que presidió en la cuarta visita realizada a la zona de la emergencia, en las últimas 2 semanas.
El desarrollo de este concejo contó con asistencia, además del director de la UNGRD, la del gobernador, Carlos Julio González Villa; los alcaldes de Neiva, Rodrigo Lara Sánchez; Campoalegre, Aldemar Gutiérrez; Rivera, Néstor Barreiro, y Algeciras, Javier Rivera, y delegados de instituciones nacionales, regionales y locales.
“El Departamento con sus tres municipios afectados, más Neiva, van a tener una cronograma establecido por parte del Gobierno Nacional, tener los proyectos establecidos para iniciar la recuperación de las vivienda y puentes vehiculares, y acueductos. Podemos decir que como Gobierno Nacional hemos sacado adelante la primera fase de la emergencia”, indicó el Director Nacional de Gestión del Riesgo.
ESTADÍSTICA
Un total de 1.546 familias damnificadas, 2.312 personas, 167 viviendas destruidas; 80 con afectaciones severas, 427 afectaciones moderadas y 63 con afectaciones leves. Un total de 12 puentes vehiculares destruidos y 4 averiados.
Ocho puentes peatonales destruidos y tres más averiados. Afectadas 1.450 hectáreas en cultivos, 2 distritos de riego y 66 tomos de agua.
“Ya está finalmente la consolidación del balance, los daños y afectaciones que se tuvieron en materia de infraestructura. Estamos con los alcaldes trabajando y las demás autoridades, que nos han ayudado a salir de la etapa de respuesta a la emergencia, hemos tomado varias decisiones para poder darle respuesta a la emergencia”, puntualizó el Gobernador, Carlos Julio González Villa.
En este Consejo departamental de Gestión del Riesgo quedaron establecidas inversiones y ayudas para ejecutar nuevas obras y nuevas tareas tanto con recursos financieros asegurados como en especie, que mitigarán la emergencia ocasionada tras intensas lluvias en Campoalegre, Rivera, Algeciras y Neiva.
Hasta el momento el balance general de respuesta a la emergencia es de 91% en la atención, según las autoridades.
ACCIONES
Dentro de las acciones establecidas quedaron la disponibilidad inmediata de 800 millones de pesos procedentes de la UNGRD para reconstruir el puente vehicular entre Rivera y La Ulloa (la actual estructura quedó muy debilitada), trabajos que deben comenzar el miércoles 8 de marzo.
Fueron dispuestos 830 millones de pesos, procedentes de la UNGRD, para completar el recurso la empresa Aguas del Huila, de los cuales $330 millones serán invertidos para poner en operación las bocatomas de los acueductos de Campoalegre y Rivera.
Campoalegre dispondrá de 2 vehículos Vactor para destaponar redes de alcantarillado colmatadas por la avalancha.
En Rivera, el abastecimiento de agua potable supera ya el 50% de la población urbana y se han entregado 2 millones 706 mil 600 litros de agua.
En el Concejo se reveló que en general la entrega de kits de construcción, para recuperar las viviendas con afectación severa, moderada y leve, avanza de manera importante.
Se dio inicio de actividades de fumigación en Campoalegre, aunque ni hay reporte de enfermedades producto de la emergencia. Están en operación 55 unidades de maquinaria para el retiro de escombros, lodo y palizada.
A 12 de abril próximo, quedará definida la fuente de financiación para continuar la construcción de muros de contención del río Las Ceibas, en Neiva, obra que fue fundamental para evitar afectaciones en las riberas dentro de la zona urbana.
