Una sequía severa, un huracán o una inundación pueden diezmar por completo su producción y afectar severamente la seguridad alimentaria de sus familias y de sus comunidades.
Por eso son tan importantes los seguros agrícolas, instrumentos financieros que permiten mitigar el impacto de los desastres. Hoy constituyen un elemento central de las estrategias de gestión del riesgo para reducir las pérdidas por desastre en la agricultura.
Estos seguros transfieren pérdidas económicas por desastres desde los productores y productoras a una empresa, o incluso al Estado, permitiendo a la agricultura familiar obtener recursos para poder recuperarse.
Una nueva publicación de la Organización de las Naciones Unidas para la Alimentación y la Agricultura, presentada en un Simposio Internacional de seguros agropecuarios, en Lima, Perú, analiza la experiencia de Brasil, Chile, México y Uruguay en la creación de seguros para la agricultura familiar.
Es la primera vez que se aborda a fondo cómo proteger al segmento de los pequeños productores y productoras. Una de las conclusiones principales de la publicación es el rol clave que juega el Estado en todos los países en los que existe cobertura para este segmento.
“La agricultura familiar, en particular la de subsistencia, no genera per se el interés por parte del sector asegurador privado, salvo que el Estado adopte decisiones institucionales y económicas que les generen una alternativa de negocio técnicamente adecuado y comercialmente viable”, explicó Anna Ricoy, Oficial de Gestión de Riesgo de Desastres de la FAO.
Según la FAO, la participación articulada y armónica de los tres actores principales (agricultores y agricultoras, industria del seguro y Estado) genera mejores condiciones para diseñar una buena oferta de productos, así como para garantizar su demanda.
“Con este tipo de seguros se pueden cosechar múltiples beneficios, ya que no sólo se protege a un segmento productor vulnerable, sino que se aumentan la resiliencia y sostenibilidad del sistema agroalimentario en su conjunto”, explicó Ricoy.
LA EXPERIENCIA LATINOAMERICANA
Los casos analizados por la publicación de la FAO incluyen desde fondos de emergencia articulados con seguros – en los casos de Brasil y Uruguay- hasta seguros catastróficos diseñados por el Estado, como es el caso de México y seguros con subsidio para el segmento más pobre de la agricultura familiar, como en el caso de Chile.
La publicación destaca que en Brasil –además de brindar subsidios a las primas de los seguros ofrecidos por empresas aseguradoras– el Estado proporciona directamente productos de aseguramiento a los agricultores y agricultoras más vulnerables a través de su programa PROAGRO.
En México se ha logrado la participación de los agricultores y agricultoras organizados en los denominados fondos de aseguramiento, que la ley reconoce para operar como aseguradoras.
Es importante que los seguros vayan acompañados de otras medidas para reducir el riesgo y el potencial impacto en la agricultura, para que sean sostenibles en el tiempo.
“La implementación de sistemas de seguros agrícolas destinados a proteger la agricultura familiar es un desafío y una oportunidad para promover la resiliencia de la agricultura familiar, en el marco de una estrategia integral de gestión de riesgos de desastres”, concluyó Ricoy.
