Es un imperativo moral, político y social, rescatar a Colombia del desgobierno, el subdesarrollo, la mediocridad, la corrupción, la impunidad y el no futuro. Para eso se requieren inmediatas reformas integrales.
Es impostergable una reforma educativa integral. Es la columna vertebral del desarrollo de toda nación.
La calidad de la formación académica-educativa formal de Colombia es pésima, en todos los aspectos y sentidos, desde siempre y se agudizó al convertirla en mercancía.
La reforma debe garantizar el mejoramiento progresivo de la calidad de la formación académica y educativa. Debe estimularse e inducir el desarrollo de pensamiento crítico independiente de cada estudiante y de docentes. Deben lograr comprensión de los valores humanos y alcanzar afinidad con ellos, para facilitar la armonización de las relaciones humanas integrales.

Frente a los resultados y efectos del vertiginoso desarrollo de algunas naciones y en particular del conocimiento, la ciencia y las tecnologías, nadie debe dudar que la formación intelectual-académica, es el pilar singular para lograr desarrollo nacional y alcanzar prosperidad social integral.
Las naciones que mejor desarrollo alcanzan en el planeta son las que logran más altos niveles de conocimientos en ciencias y tecnologías.
El desafío. Si por los años 1950 las materias primas constituían el 30 % del producto bruto mundial, hoy solo representan 4 % frente a los sectores tecnológicos, de servicios, productivos e industrial, que representan el 96 %. Son referentes incuestionables e inocultables.

Mejorar sostenidamente los conocimientos científicos en ciencias y tecnologías y la capacidad de innovación, son objetivos y metas alcanzables pero requieren mayor inversión pública, voluntad política y conciencia social y sobre todo, responsabilidad del poder público.
Metas y objetivos de las reformas, deben ser contextualmente racionales y soportadas con decisiones para invertir en infraestructura, logística y definición de alcances de contenidos académicos, desde el prekínder hasta los posdoctorados.
Una reforma integral educativa exige remover todos los intereses, ambiciones e irresponsabilidades del negocio de la educación privada y la inercia burocrática de la pública.

Debe rediseñar y contextualizar pensum académicos bajo criterios de pertinencia y calidad. Debe contener normas rigurosas y prácticas de control, regulación, supervisión y evaluación de procesos y resultados. Debe ordenar y reglamentar la capacitación, actualización y evaluación de competencias, ingreso, ascenso y evaluación periódica de docentes.
La autonomía de la institución académica-educativa, pública y privada debe ser redefinida de manera que no permita interpretación sesgadas de la ley, ni de los reglamentos internos, ni propicie mediocridad académica. Debe diseñar estrategias y reglamentos para erradicar las clientelas, el amiguismo y la corrupción, tan arraigadas en las instituciones de educación superior pública regionales.
Los escándalos por malos manejos económicos en algunas instituciones educativas públicas y privadas y las recurrentes crisis de gobernabilidad de muchas universidades públicas regionales, exigen correctivos inmediatos y de fondo.
De interés: Pensemos, analicemos, concluyamos y actuemos
Los títulos académicos son otorgados por las respectivas universidades, en nombre y representación de la República de Colombia. La República, de esa manera, avala las universidades de garaje y en general la mala calidad. Por lo tanto, la República se hace responsable de la buena o mala calidad del profesional o técnico, y de los resultados del ejercicio laboral. Igual ocurre con los pésimos colegios de primaria y secundaria. Hay necesidad de imprimir calidad a los procesos de formación académica-educativa, desde el Pre-Kínder hasta los Doctorados y debe ser integral, desde la más alejada escuela de vereda hasta las universidades públicas y privadas.
Hay demasiada laxitud, tolerancia e indiferencia del poder público respecto del sector educativo. El problema no se resuelve solo con ampliar cobertura y cubrimiento de costos educativos. Mejorar integralmente la calidad educativa demanda vigilancia, contextualización racional y pertinencia de contenidos del proceso de enseñanza-educativo.

El Estado, a través de sus instituciones, debe garantizar un ordenamiento legal capaz de orientar la formación académico-intelectual de cada estudiante, y que su aplicación sea oportuna y rigurosa.
En Colombia, las leyes 30 de 1992 y 115 de 1994 definieron, en forma general, el sistema educativo y sus flexibilidades. Sin embargo, los resultados, después de más de casi tres décadas de vigencia, no corresponden con la formación de calidad requerida.
El Estado no ha cumplido con la vigilancia y controles académicos requeridos, ni con la financiación necesaria. La educación se convirtió en un negocio dominado por particulares, con controles y regulación estatal precarios o nulos. La atención que da el sistema educativo a la formación para el trabajo y el desarrollo humano es insuficiente y carece de articulación con la dinámica del desarrollo económico y social.
De interés: Que decida el constituyente primario
La síntesis irrebatible de la mala calidad de la formación académica-educativa se evidencia en los resultados, año tras año, de las pruebas Saber 11, Saber Pro (Ecaes), y Pisa, en las que Colombia siempre ocupa las últimas casillas (lectura, matemáticas y ciencias), desde que participa en ellas (2006).
Ciencia, tecnología e innovación, motores del desarrollo del mundo, son una quimera en un país con una economía basada en el extractivismo, la especulación financiera, inmobiliaria y el consumismo.
Gobierno, políticos, empresarios y docentes deberían ser conscientes de lo que ocurre en el sistema académico-educativo y proceder de inmediato a definir políticas de Estado que permitan estructurar un modelo o sistema académico-educativo, capaz de garantizar mejoramiento progresivo integral de calidad y pertinencia en la formación académica de los colombianos.

Además, el aprendizaje debe ser integral, por lo cual es necesario que incluya formación para la convivencia, con racionalidad social y legal. Son objetivos que, prácticamente, fueron borrados de los nuevos currículos en el nuevo sistema educativo nacional.
Por eso, la huelga y las peticiones planteadas por los docentes, deben fundamentarse en lograr mejoramiento integral de todo el sector de la educación, incluidos los salarios. Gobierno y maestros deben desnudar la problemática educativa en todas sus dimensiones. Es un imperativo moral y social mejorar la calidad, y esto requiere ordenamiento preciso del sector, cumplimiento de metas y objetivos y mayor inversión. Debe contener, entre otros, los siguientes acuerdos y decisiones, como políticas de estado:
1. Reestructuración total de la financiación del sistema, con un incremento del 0,5 por ciento anual, respecto al PIB, hasta alcanzar el 8 por ciento para el sector educativo e incremento del 0,2 por ciento anual hasta alcanzar el 3 por ciento del PIB, para ciencia y tecnología.
2. Redefinir la escala salarial para los maestros, a partir de un salario mínimo de $ 3.000.000 mensuales, y precisar requisitos únicos y racionales, para la formación e ingreso al servicio docente y ascenso en el escalafón, en los que solo valga la capacidad académica demostrada en prueba escrita de conocimiento específico, en todos los casos.
3. Ampliación de la planta docente en todos los niveles del sistema académico-educativo público nacional, de acuerdo con la demanda por aumento de matrícula de estudiantes.
4.-Redefinición y reestructuración de todos los programas académicos, articulados directamente con las dinámicas del desarrollo nacional e internacional, entre otros.
5.-Adopción de decisiones de obligatorio cumplimiento, para toda institución académico-educativa, respecto a los resultados de las Pruebas de Estado, Saber 11 y Saber Pro (ecaes), para que dejen de ser un ejercicio carente de sentido. Debe ordenarse que, el estudiante que obtenga puntaje inferior al 50% del máximo obtenible, no puede recibir el grado y diploma correspondiente. En tal caso, la institución en la que cursó su último grado, tiene que proveerle condiciones para que realice refuerzos en las áreas de mayor deficiencia, durante el tiempo necesario, mínimo un año, sin costo alguno para el correspondiente estudiante y este de repetir las Pruebas de Estado.
6.-Insentivos para el rendimiento académico: Establecer como estímulo y reconocimiento a los estudiantes de los estratos 1, 2 y 3, que si al presentarse a pruebas académicas para el ingreso a la educación superior, obtiene cupo en programas de ingeniería, tecnologías y medicina, en instituciones académicas públicas, que acrediten certificación de alta calidad, tiene derecho recibir del Estado, para su sostenimiento personal, durante diez meses por año y durante el desarrollo del correspondiente pensum académico, la suma de 1.5 salarios mínimos mensuales, no reembolsables.
7.-Control de Calidad y legalidad: Ordenar que únicamente las instituciones académico-educativas que cuenten con certificación académica de alta calidad general, pueden ofrecer y desarrollar programas de posgrado y que cada programa ofrecido, debe tener aprobación previa del Ministerio de Educación Nacional.
8.-es imperativo redefinir y racionalizar los requisitos logísticos y de alcances y logros académicos, de cada institución, para obtener la Certificación de Alta Calidad Académica y debe ser renovada cada cinco años.
Son, entre otros, aspectos fundamentales que debe contener una reforma integral Académico-educativa para Colombia.
