Una vez finalizadas las fiestas del San Juan y del San Pedro las diferentes campañas políticas arrecian con todas sus fuerzas en busca de adeptos para sus candidatos tratando de convencer al electorado de las bondades del suyo y las falencias del otro. En el desierto de las ideas serias, caerán aguaceros de promesas falsas y diluvios de propuestas inviables
Con la apertura del periodo de inscripción de los candidatos a los cargos y corporaciones públicas para el periodo 2020-2024, empieza también a despejarse la incertidumbre entre los electores sobre cuántos y cuáles serán los aspirantes y los partidos y movimientos políticos que se harán representar en la contienda, o mejor, a cuáles les fue mejor en la feria de avales que se abrió desde hace más de un año que deberá cerrarse el próximo 27 de julio. Según el calendario electoral colombiano para el 2019, esa será la fecha límite para la definición de las candidaturas, las cuales se podrán modificar hasta el día dos de agosto.
Es decir, entra en la recta final la campaña que algunos candidatos vienen desarrollando desde hace cuatro años, y que aspiran culminar exitosamente el próximo 27 de octubre, día en que se conocerán los nombres de quienes disfrutarán las mieles del poder durante los próximos cuatro años. Entramos a un periodo en el que se ponen de moda los grandes proyectos de infraestructura, la vivienda, la salud y la seguridad vuelven a ser parte de los programas de gobierno, y la solución de los problemas estructurales históricos de las regiones como la pobreza y la ignorancia, son pan comido en boca de los candidatos.
Este es tiempo en el que se activan las agencias electoreras que tienen a su cargo la financiación de las campañas, las cuales en su mayoría son orientadas por personajes incógnitos y de bajo perfil en el mundo político popular, pero muy reconocidos y respetados en las altas esferas por el poder que les otorgan sus abultadas chequeras. Ante éstos desfilan secretamente los candidatos para pedir dádivas, las que a su vez repartirán en pequeñas porciones, y para comprometer su cargo durante todo su periodo.
En esta época se compran y se venden las secretarías centrales y las gerencias descentralizadas, los límites del perímetro urbano, se comprometen millonarios contratos, prometen licencias y, claro, se definen los porcentajes de participación en toda la nómina que el buró regional o local permite.
Pitalito, un botín muy atractivo
Pitalito es, después de Neiva, el segundo fortín político más importante del departamento Huila con un potencial electoral cercano a los 93 mil votantes y un presupuesto anual que supera los 173 mil millones de pesos.
En esta oportunidad la carrera electoral por la Alcaldía tiene una amplia gama de candidatos, aunque no así de propuestas programáticas, quienes vienen lograron granjearse una también considerable variedad de avales para respaldar ante las comunidades su aspiración. Hasta el momento se conocen las aspiraciones de seis ilustres ciudadanos respaldados por los partidos Conservador, Liberal, el uribismo, el Partido Verde, Cambio Radical y otros partidos y movimientos de menor presencia en la región.
A pesar de que la campaña ha estado matizada por los ruidos de la supuesta relación de la clase política del municipio con estructuras del narcotráfico, dicho hace algunas semanas por el propio director Seccional de Fiscalías, Justino Hernández, la lucha política sigue inmodificable y nadie cuestiona ni se preocupa por eso.
Edgar Muñoz Torres
Es psicólogo organizacional especialista en alta gerencia. Fue gerente de la ESE Municipal Manuel Castro Tovar entre 2010 y 2012, cargo al que llegó por un concurso de méritos. En el ámbito político local lo consideran con una amplia ventaja para estas elecciones, ya que en las pasadas logró cerca de 13 mil votos, cuatro mil menos que el ganador. Desde que regresó a Pitalito, luego de cursar estudios y laborar en Bogotá en el ministerio de salud, fijo como su primer objetivo político ser alcalde de su ciudad natal. Por eso desistió de formar parte de lista conservadora a la Cámara en 2018. Su más reciente éxito fue lograr el aval del partido conservador con lo cual no sólo fortalece su propósito electoral, sino que de paso debilitó a su contrincante Franky Alexander Vega, quien, por razones obvias, aspiraba también a la bendición de los caciques azules.
Franky Alexander Vega Murcia
Abogado con maestría en derecho y especializaciones en Administración Publica y Derecho Administrativo y Constitucional, se ha desempeñado en los últimos años como asesor jurídico en varias alcaldías del sur del Huila, incluida la de Pitalito entre 2012 y 2015. Es la primera ocasión que busca un cargo por elección popular y, aunque tuvo que renunciar a su partido natural, el conservador, cuyas directivas le negaron el aval, contará con el aval de sus tradicionales mentores, los ex alcaldes, Gladys Canacué Medina y Pedro Martín Silva, así como de la diputada Sandra Hernández.
Jorge Iván Coconubo Castellanos
Es médico y ha ocupado cargos públicos como gerente del hospital del municipio de La Plata y de la regional de Caprecom Huila. También repite su aspiración en esta elección luego de su debut hace cuatro años cuento alcanzó el respaldo de 835 laboyanos. Desde entonces ha hecho parte de los cuadros directos de la Alianza Verde en el Huila siendo promotor de la consulta anticorrupción que en Pitalito alcanzó a mover más de 30 mil votos de los 93 mil del censo, y uno de los Abanderados de la campaña de Sergio Fajardo como precandidato presidencial. También sonó como candidato de la lista verde a la Cámara, pero al final el movimiento escogió a otros dirigentes del norte del Huila. El medico promueve su candidatura basado en un discurso de transparencia y honestidad, busca el acercamiento con movimientos alternativos de Pitalito como el Polo y la Colombia Humana que, por ahora, no tienen candidatos definidos.
Javier Valderrama Yagüé
Este ingeniero civil es miembro de la Sociedad de Ingenieros Huilenses, y forma parte del comité cívico sur colombiano. También con profundas raíces conservadoras, debió buscar el aval del Centro Democrático argumentando tener muchas coincidencias ideológicas, especialmente con su jefe supremo, Álvaro Uribe. El aval lo logró en contienda interna con el Nelson Figueroa, quien finalmente desistió para apoyarlo. Con Valderrama el Centro Democrático busca mejorar su imagen en Pitalito ante el imperceptible trabajo de sus representantes tanto en la asamblea como en el congreso.
Yider Luna Joven
Ex concejal por dos periodos consecutivos de Pitalito, considera estar listo para afrontar el difícil reto de administrar su municipio. Su mayor caudal electoral lo obtuvo en 2015 con cerca de 2 mil votos, siendo la más alta para concejo en esa oportunidad. Para entonces se presentó con el aval de la AICO, para llegar a la Alcaldía está buscando el apoyo de Cambio Radical, partido del actual alcalde Miguel Rico y del gobernador Carlos Julio González Villa y busca el apoyo del menguado partido liberal.
Carlos Arturo Moreno Mora
Fue concejal en la década de los 90 y es uno de los líderes de la vivienda popular en Pitalito, Es miembro de asociaciones de juntas de acción comunal del municipio y veedurías locales de la asociación de padres de familia que impulsó la construcción del colegio Montessori. Hace cuatro años buscó regresar a la Corporación en la lista de Cambio Radical pero solo sacó 22 votos. Para estas elecciones inscribió un grupo promotor de ciudadanos que se llama ‘Movimiento de los trabajadores’ con el que está recogiendo firmas para poder inscribir su candidatura.
Detrás de ellos avanza un ejército de candidatos al Concejo Municipal que, como cosa curiosa, en esta oportunidad tiene un alto número de viejos estandartes que buscan reencaucharse políticamente, amenazando seriamente la urgente necesidad de renovación de las costumbres y los dirigentes que hoy presenta el Valle de Laboyos.
