Otra vez el gobierno nacional a través de sus representantes nos mienten descaradamente. A ese contrato de concesión no se le ha declarado la caducidad porque el gobierno sabe que en los términos en que fue contratado, bajo normas jurídicas internacionales consignadas en los tratados de libre comercio, la reclamación sería multimillonaria y, obligaría a un nuevo proceso de contratación que llevaría mucho tiempo. Están buscando, de manera desesperada, un acuerdo de voluntades entre los actuales concesionarios y un tercero que asuma la concesión, pero las condiciones que exige el actual tenedor son aberrantes, como que aspira a parte sustancial de la rentabilidad de la concesión, a más de que el reemplazante asuma las multas por incumplimiento y otras arandelas. Lo de los chinos parece un cuento ídem, que, de ser cierto tiene el pequeño problema de la interferencia negativa del gobierno norteamericano de Trump. Gobierno que en su disputa con China ha levantado la consigna de nada con los chinos. Conociendo la sumisión obsecuente del gobierno Duque a los gobernante gringos no se atreverán a dar tal paso. Finalmente, lo de la inversión de 30.000 millones de pesos para el mantenimiento de la vía 45 totalmente destruida, también es paja porque tendrían que tener la autorización del actual concesionario que, no la tienen. Los huilenses debemos ponernos en pie y exigir al gobierno nacional que resuelva el problema que él mismo creó. Nos están paralizando y no podemos aceptarlo. ¡La solución debe ser ya!

La solución al larguísimo incumplimiento de la concesionaria Aliadas sigue en veremos. Sin fecha.
Según la Agencia Nacional de Infraestructura ANI, al responder otro derecho de petición que presenté, el siguiente paso en la solución crisis vial de la 4G Neiva – Pitalito – Mocoa Santana es la cesión del contrato al consorcio colombo chino. Pero aún NO hay fecha definida y de paso confirman que la obra solo tiene un avance del 2,21% en los ya 5 años de vigencia.
Un completo desastre que confirma que todos los anuncios hechos por el actual Gobierno Nacional han sido una burla a toda la región pues ni siquiera saben la fecha, pese a que en 2 ocasiones el mismo presidente Iván Duque afirmó que la solución era un hecho a través de la firma china
No sobra recordar que desde el anterior gobierno nos están «mamando gallo».
- El primer anuncio fue el 28 de noviembre de 2018, cuando la ANI dijo que avanzaba en la cesión a la firma francesa Eiffage.
- Luego, que el Grupo Ethuss antioqueño pero que no.
- El entonces presidente del Senado, Ernesto Macías, lanzó el aviso de que en enero de 2019 eso ya estaba arreglado.
- Después, el rimbombante anuncio del presidente Duque en Pitalito el 19 de noviembre de 2019 de que los chinos ya estaban montando los campamentos de trabajo.
- En febrero de 2020, la ANI me contestó, ante el primer derecho de petición, que la cesión avanzaba rápidamente y que entre el 30 de abril y máximo el 30 de junio de este año quedaba firmada.
- Ahora me contestan que no saben la fecha.
Conclusión: no somos nada ante el Gobierno Nacional, valemos 3 pesos.
Edgar Tovar Ramírez “Tranquilos, vendrán nuevas elecciones” El Presidente Duque en Garzón, año 2018 en el evento «Taller construyendo Pais» se comprometió a priorizar la firma de la cesión contractual para agilizar la terminación de estas obras 4G. En San Agustin, evento «encuentro nacional de Gobernadores año 2019», el mismo Presidente Duque nuevamente se comprometió a agilizar la cesión contractual, aun en proceso. Ese día se comprometió con la región surcolombiana en compañía de la Ministra del Transporte a aportar 60 mil millones para mantenimiento de la via Isnos-Popayan, recursos que entiendo, hoy NO se han contratado. Es decir que desde el año 2015 el Huila padece un contrato de «concesión vial» que nació sin musculo financiero con las consecuencias lamentables de incumplimientos y atrasos en el cronograma de ejecución de esta importante obra. De la interpretación de la respuesta de la ANI se deduce claramente que NO hay solución definitiva al proyecto. Fase I: 29 mil millones como paleativo para intervenir 44 puntos críticos SIN incluir la vía Pitalito-San Agustín. Fase II. firma de la cesión definitiva al nuevo concesionario que NO tiene fecha concreta. Conclusión: El Huila sigue siendo un departamento SIN peso especifico desde el enfoque Político, Social, Económico, de productividad, de competitividad en el espectro nacional. Sí hacemos parte de esa «Colombia Olvidada» que tanto pregonaba y denunciaba el Veedor Alfredo Gomez (qepd) y que hoy cobra mas vigencia. Pero tranquilos, vendrán nuevas elecciones y con ellas nuevas ilusiones y fallidas esperanzas de convertir al Huila en un «Paraíso por descubrir» pero sin Vías, sin anillo turístico del sur, sin nada. Como decía mi Mamá, las esperanzas son las ultimas que se pierden. Hay buen primor mi Huila y sus «dirigentes».
