Un equipo de consultoría del Banco Mundial, que inició esta semana una evaluación al gasto público en ciencia, tecnología e innovación, destacó al Gobierno del Huila como modelo en Colombia para la financiación de proyectos de desarrollo en el sector agropecuario, y su continuidad en el tiempo.
El equipo del Banco Mundial, encabezado por los economistas-consultores Paula Andrea Toro Santana y Andrés Zahler, analizó la inversión pública del Huila desde la creación del Sistema General de Regalías en 2011, cuando inició la financiación de proyectos encaminados a las apuestas productivas.
“Hemos podido conocer la evolución del Sistema departamental de Ciencia, Tecnología e Innovación, y el impacto que ha tenido la creación del Sistema General de Regalías”, destacó Paula Andrea Toro Santana.
Específicamente, explicó, “para financiar proyectos que ahora están conectados con el desarrollo productivo, con el tema de apropiación social de ciencia, tecnología e innovación, con el sector agro de la región y temas tan específicos como el café”.
Destacó que “nos interesa entender a profundidad el Sistema, conocer el equipo que está trabajando y liderando el proyecto, y cómo han logrado dar continuidad entre una y otra administración a una apuesta que inició en 2008, incluso antes de la creación del Sistema General de Regalías”.
