Ante el generalizado descontento social que trasciende fronteras, es pertinente un tentativo análisis sumario de las causas medulares del malestar social, que estimula manifestaciones de descontento popular, respecto a los resultados y obligaciones del ejercicio del poder público.
A grandes rasgos, el modelo económico-político colombiano, similar al de muchas naciones en desarrollo, corresponde a políticas definidas y orientadas desde los centros de poder económico mundial, con objetivos exclusivos de rentabilidad y acumulación de capital. Con el tiempo, esos modelos económicos han demostrado ser responsables del precario desarrollo industrial, tecnológico, científico, de la concentración de la riqueza y el poder económico y de la creciente inequidad socioeconómica, en las naciones de bajo desarrollo y crecimiento.
Esa estructura de poder político y económico, instrumentada y mantenida desde los órganos del poder público y coadyuvada por la codicia de los usufructuarios del poder, cuenta con la complicidad y tolerancia de amplios sectores de la sociedad, que estimulados por el apetito de tenencia de bienes y poder, han propiciado la corrupción y la descomposición moral y ética del poder, hasta alcanzar dinámicas que se tornan incontenibles.
Las dinámicas de la corrupción, ocasionaron el colapso de los partidos políticos, la descomposición moral generalizada del poder público y de las costumbres ciudadanas y el rezago del desarrollo socioeconómicamente equitativo. Así se cocinó el caldo de cultivo del malestar social, que se expresa en protesta social.
La corrupción es más dañina y destructiva que el accionar de las organizaciones guerrilleras, organizaciones criminales y de delincuencia común, juntas. Sus efectos castigan proporcionalmente con mayor intensidad a los ciudadanos de menores ingresos y garantizan el despilfarro del presupuesto, el crecimiento del déficit fiscal y consecuencialmente el incumplimiento de las obligaciones político-sociales del Estado.
El origen y existencia de las organizaciones criminales de cuello blanco, de toda condición y especificidades, tienen relación directa con la irresponsabilidad y debilidad institucional y el modelo socioeconómico-político. La inequidad socioeconómica e injusticia social, son crecientes, como la corrupción.
Organizaciones no gubernamentales, señalan cifras billonarias robadas del presupuesto público, cada año. Investigaciones comprueban algunas. Pero el poder institucional, no quiere entender la gravedad de esos crímenes, ni quiere articular procedimientos, para derrotar el flagelo.
Los resultados del ejercicio del poder en general, en todos los niveles, no corresponden con las necesidades del desarrollo, la inversión y las expectativas de mejoramiento de las condiciones de vida de la comunidad, en general.
Esos resultados se reflejan en el desorden social, la pobreza y la miseria, el desempleo y subempleo, la inseguridad ciudadana y el subdesarrollo económico industrial, la impunidad, inoperancia, laxitud y corrupción del aparato judicial.
En ese caldo de cultivo se nutren los Carteles de la Toga, del SOAT, de la compra venta de fallos judiciales entre exmagistrados, jueces y abogados corruptos, carteles de la contratación y de pensiones, de los medicamentos e INVIMA, del papel higiénico, de la salud, de la hemofilia, de Cajas de Compensación Familiar, de los alimentos escolares, la contratación pública etc., etc. Se pudrió la sal.
Los resultados de las investigaciones son cosméticos o ridículos. Lo robado, robado se queda.
Muchos hechos que investiga la Fiscalía y la Corte Suprema, sobre asaltos a los recursos público, enriquecimiento ilícito, lavado de activos, manipulación del ordenamiento legal, etc., la mayoría duermen en los anaqueles, porque la precariedad institucional, la venalidad y corrupción torpedean los procesos y evitan resultados en derecho.
Los delincuentes responsables de tantos hechos de corrupción, han gozado y gozan de la impunidad en el sistema de justicia y complicidad social, de manera que no pocos terminan convertirlos en personajes admirados, mientras se apropian y disfrutan de lo que legítimamente le correspondía y corresponde a millones de ciudadanos necesitados y excluidos.
Los criminales de cuello blanco, jueces, abogados y cómplices, deben ser condenados a penas que correspondan a la gravedad de los delitos y excluidos por ley y sumariamente, de todo lo oficial y del ejercicio profesional. Pero eso no ocurre en Colombia. Quienes deben tomar esas decisiones, evitan tomarlas. Prefieren proteger intereses y mantener la anarquía del poder. Ese tipo de decisiones nunca las aprueba el Congreso, ni el gobierno lo exige.
Pues esa es la realidad nacional y las condiciones, hechos y resultados del ejercicio del poder, que generan el justo descontento social, la protesta y la crisis socioeconómica y moral del estado y la sociedad, condiciones que tipifican un estado fallido.
Colombia permanece ante la cruda realidad de que cada gobernante resulta peor que el anterior, con muy pocas excepciones.
