Desde que llegó a la dirección del CNMH, Darío Acevedo ha enfocado todos sus esfuerzos y recursos en construir una verdad oficial. ¿En qué consiste?
¿MEMORIAS PLURALES O VERDAD OFICIAL?
En algo tiene razón Darío Acevedo: la entronización de una verdad oficial no es compatible con un campo de memorias plural y democrático, y por eso mismo, la Ley de Víctimas prohíbe a “las instituciones del Estado impulsar o promover ejercicios orientados a la construcción de una historia o verdad oficial”. Pero él, aunque lo niegue, desde su cargo de Director del Centro Nacional de Memoria Histórica, está usando todos los recursos de esta entidad estatal, no en la pluralización de las memorias como él aduce, sino en la construcción de una verdad oficial del conflicto armado colombiano. Veamos por qué.
¿CÓMO RECONOCER UNA VERDAD OFICIAL?
Aunque en las batallas por la memoria que se libran en Colombia, muchos presumen que una verdad oficial se distingue simplemente porque quien la produce es el Estado, la cuestión es más compleja.
Una verdad no es oficial sólo por quien la produce, sino por cómo se produce; para qué se produce y cómo se refrenda:
- ¿Es abierta al debate o se cierra y se instaura como dogma?;
- ¿Se hace para esclarecer e identificar los entramados que hicieron posibles conductas oprobiosas, o más bien para refrendar un statu quo y proteger a los poderosos?;
- ¿Se oyen todas las voces y se contrastan las fuentes de manera desprevenida, o se censuran y excluyen a quienes se tilda de enemigos?;
- ¿Se hace para democratizar el poder, o para hacerlo más cerrado al escrutinio público?
En la escala nacional, el Estado puede producir una memoria histórica que no sea verdad oficial, siempre y cuando oriente su esfuerzo a esclarecer su pasado sin censurar los momentos oprobiosos ni proteger a los poderosos responsables, dignificando a todas las víctimas.
En Colombia, la Ley de Víctimas creó el CNMH justamente para cultivar una memoria histórica crítica, y comprometida con un doble reconocimiento:
- Por un lado, el del sufrimiento de todas las víctimas;
- Y, por otro lado, el de las responsabilidades de todos los actores involucrados en el conflicto armado.
Desde luego también puede ocurrir lo contrario: el Estado también puede usar y abusar de sus recursos para entronizar una verdad oficial. Esto ocurre cuando enfila sus instituciones culturales hacia la instauración de un discurso único sobre el pasado que magnifica las cualidades y atributos de la nación y sus instituciones; desconoce las violencias y exclusiones que ha promovido; y anuncia un futuro glorioso en manos de sus líderes portentosos.
Cuando esto ocurre, esa narrativa épica va arrinconando cualquier versión alternativa hasta ocupar todo el espacio público e implantarse como la única válida, apoyándose en mecanismos y cuerpos especiales dedicados a vigilar, perseguir y castigar a quienes se sublevan contra ella. Por esta razón, los Estados que promueven verdades oficiales cultivan a través de sus medios de comunicación y aparatos educativos, no a ciudadanos críticos, sino a personas inclinadas a obedecer sin cuestionar, y se asocian, en sus versiones matizadas a regímenes de corte autoritario, y en sus adaptaciones más completas a órdenes totalitarios.
Pero las verdades oficiales cunden en otras escalas, distintas a la estatal-nacional. Pueden, por ejemplo, emerger en contextos familiares cuando una voz, la más poderosa, construye un discurso ideal e idealizado sobre el pasado familiar que obscurece o censura eventos que han dejado huellas traumáticas en alguno de sus miembros, y castiga, persigue y silencia a quienes tratan de impugnar su versión. En la escala de las organizaciones sociales y las instituciones culturales también proliferan las verdades oficiales. Pongamos el ejemplo de la Iglesia Católica: por mucho tiempo acalló las voces de los niños y niñas que habían sido abusados por sacerdotes de todo rango para proteger su Verdad Oficial. Quiso, a través de distintos dispositivos —como lo muestra magistralmente la película Spotlight / En primera plana— mantener a salvo su honra y su reputación, y generó mecanismos de impunidad que hoy se ven cuestionados porque las víctimas han levantado su voz y por fin existen públicos dispuestos a escucharlas. Las organizaciones guerrilleras tampoco están exentas de construir una verdad oficial y lo hacen cuando para conservar su imagen de héroes revolucionarios impolutos, minimizan la indignidad del secuestro; las heridas emocionales y físicas producidas por las minas antipersona sembradas por doquier; o la violencia sexual padecida por mujeres en sus propias filas.
En todos estos casos, la verdad oficial omite el sufrimiento incómodo de las víctimas para mantener una versión idílica del pasado y para proteger la honra y la reputación de las voces poderosas que en cada escala la construyen y la difunden: la del patriarca en la familia, la del sacerdote en la iglesia, la del comandante en la guerrilla, o la del Estado, sus instituciones y sus élites gobernantes a nivel nacional. En cualquiera de estas escalas, la verdad oficial es un mecanismo de poder simbólico que busca refrendar una estructura jerárquica y proteger a quienes ocupan la cúspide pues, en virtud de esa misma verdad oficial, ellos están exentos de rendir cuentas y adquieren inmunidad total. Por eso mismo, la verdad oficial se asocia con impunidad, verticalidad y silencio impuesto.

DARÍO ACEVEDO: HACIA LA VERDAD OFICIAL
Antes de ocupar su cargo, Darío Acevedo se negó a hablar de la existencia de un conflicto armado en Colombia. Detrás de esa negación está la estructura de una verdad oficial: según esta versión, Colombia fue víctima del ataque de unos guerrilleros sediciosos, los únicos villanos responsables de la debacle nacional.
Lo grave del asunto es que con un relato así, queda el Estado como actor del devenir nacional y del conflicto armado por fuera del escrutinio público y adquiere un único papel, el de atacado y por tanto víctima. Permanecen en la sombra o abiertamente censurados del relato, los siguientes métodos:
- Las prácticas de tortura cometidas por la Fuerza Pública bajo el Estatuto de Seguridad promovido por el gobierno de Turbay Ayala;
- El proceso de desfiguración del Estado de derecho cuando, en los años setenta y ochenta, se criminalizó la protesta social y se amplió el rango de conductas que podía juzgar la justicia penal militar;
- El papel de ciertos sectores de las Fuerzas Militares y la Policía en el surgimiento y expansión del paramilitarismo y su maridaje con el narcotráfico;
- La práctica repetida de la desaparición forzada en personas señaladas de ser guerrilleras y,
- Más recientemente, su responsabilidad en los casos de los mal llamados “falsos positivos”.

LA VERDAD DE LOS MILITARES Y LOS EMPRESARIOS
Bajo la presión de organizaciones de víctimas y centros académicos, Acevedo tuvo que admitir que su cargo se rige por la Ley de Víctimas, que reconoce la existencia del conflicto armado.
No obstante, en sus directivas sigue dando pasos hacia la construcción de una verdad oficial. Como ya lo han informado otros medios, el director del CNMH “limpió” de la exposición Voces para transformar a Colombia expresiones utilizadas por las víctimas para referirse a su experiencia
Además, Acevedo se ha mostrado muy cercano a las cúpulas de la Fuerza Pública y a grandes empresarios. Recientemente, Acevedo anunció que firmará un convenio con la Federación de Ganaderos de Colombia (FEDEGÁN), dirigida por José Félix Lafaurie, quien además es esposo de la congresista del Centro Democrático María Fernanda Cabal. Según Lafaurie, el convenio servirá para “avanzar en la construcción de esa otra historia que se ha querido negar”.
Por su parte, Acevedo invita a militares y empresarios bajo el argumento que él quiere propiciar una memoria más plural e incluyente, teniendo “en cuenta a todas las víctimas” sugiriendo que el equipo directivo anterior bajo la dirección de Gonzalo Sánchez no lo hizo. Pero su argumento es una argucia más que esconde realmente lo que se encuentra en juego. Veamos por qué.
El anterior equipo directivo del CNMH sí acompañó a las víctimas por infracciones al DIH de la Fuerza Pública y empezó un proceso de reconstrucción de memoria histórica sobre la experiencia de los empresarios en el marco del conflicto armado que alcanzó avances sustantivos.
Con respecto a los empresarios, el CNMH inició un proceso con universidades aliadas que, en su primera fase, reconstruyó crónicas de victimización y resiliencia de personas empresarias y emprendedoras secuestradas o victimizadas por los distintos actores armados. Algunos productos de ese esfuerzo son los libros:
- Empresarios, memorias y guerra, elaborado por profesores de la Universidad ICESI-Cali;
- Y Después vino el silencio, un libro de crónicas del secuestro en Antioquia, elaborado por colegas de la Universidad EAFIT con las víctimas sobrevivientes y sus familiares.
También se hicieron varios productos sobre la experiencia de militares y policías, por ejemplo:
- El libro de crónicas Esta mina llevaba mi nombre;
- El programa radial Los pasos rotos;
- Un micrositio con crónicas, podcasts y un documental llamado Recuerdos de selva;
- Un informe con el mismo nombre del micrositio anterior;
- Y los informes titulados La guerra escondida y Una sociedad secuestrada, donde se reconstruyen los entramados que hicieron posible que las guerrillas “normalizaran” el uso de minas antipersonas y el secuestro, conductas prohibidas por el DIH porque degradan la condición humana.
En todos estos esfuerzos, los procesos y sus productos reconocen la dignidad de las víctimas y su injusto sufrimiento, y las narrativas ponen en primer plano la responsabilidad de los perpetradores.

Pero, entonces, ¿qué le critican algunos sectores empresariales y militares y de la Policía a la actuación del anterior CNMH? ¿Por qué exigen más presencia e injerencia en las orientaciones del Centro?
La respuesta está en el norte que les atribuyen a los procesos de memoria histórica. Se trata, desde sus perspectivas, de construir narrativas que subrayen sus victimizaciones y heroísmos, y simultáneamente oculten o minimicen sus responsabilidades.
Por ejemplo, una de las metas que se ha propuesto la alta comandancia militar y de la Policía es “construir la memoria histórica de la Fuerza Pública bajo una visión de victoria, transparencia y legitimidad”. Estos tres pilares conjugados no dejan duda de la orientación que deben perseguir estos esfuerzos y que son a todas luces problemáticos porque fijan de antemano un rol para la Fuerza Pública que no admite discusión y que no se infiere, ni de los hallazgos que surgen de la reconstrucción histórica de contextos orientados a esclarecer, ni de las memorias sueltas de sus integrantes o de las víctimas. Más bien, las narrativas históricas resultados de estos ejercicios son constataciones de unas conclusiones estratégicamente establecidas de antemano por su comando central y se convierten así en verdades oficiales de la propia institución.
Para difundir una memoria histórica de estas características, ciertos sectores de la comandancia de la Fuerza Pública no solo quieren que sus propias fuerzas emprendan ejercicios en este sentido. Van por más: pretenden que el CNMH se oriente en la misma dirección y ponga el énfasis de sus narrativas exclusivamente en la victimización, la resiliencia y el coraje de los militares y policías.
Desde esta perspectiva, los empresarios y los integrantes de la Fuerza Pública merecen de la ciudadanía sólo expresiones de solidaridad y empatía, jamás de escrutinio o crítica.
Aquellos informes en donde aparecen no solo sus victimizaciones, sino sus responsabilidades en la degradación del conflicto, los indignan y los llevan a la crispación. Por eso, el informe ¡Basta ya!, presentado en 2013, representa para ellos una traición cuando habla, no de un ataque terrorista contra el Estado y la sociedad, sino de un conflicto armado, con sus distintos actores, incluida la Fuerza Pública y otras instituciones estatales y élites gobernantes. Como el ¡Basta ya! no otorga una ventaja moral a ninguno de los protagonistas de la confrontación armada, es acusado de sesgado y oprobioso por parte de estos sectores.
Debe quedar entonces claro que las líneas de memoria histórica con los empresarios y la Fuerza Pública de la anterior dirección suscitan suspicacias en estos sectores y en el actual director, no porque desconozcan la victimización sufrida por militares, policías y empresarios, sino porque exigen ir más allá: en el marco del conflicto armado, unos y otros tienen una doble condición, tanto de víctimas como de responsables, ya sea como “determinadores, oportunistas, convidados de buen agrado o forzados a participar”. La primera, la de víctimas, no puede en ningún caso anular la segunda, la de perpetradores y responsables. He ahí la cuestión.
