Conocida la condena al exalcalde de Neiva, Héctor Aníbal Ramírez y al exgerente de las Empresas Públicas de Neiva, Juan Carlos Herrera,  por el delito de celebración de contratos sin el cumplimiento de requisitos legales con libramiento de órdenes de captura, -que es el delito insignia de la politiquería en la administración pública para cumplir con los torvos fines del sistema político electoral podrido que nos rige,  que conduce inexorablemente a la corrupción para el enriquecimiento ilícito y el pago de financiadores de campañas-, después de 6 años de haberles imputado cargos la Fiscalía: y el hecho vergonzoso de que tengamos actualmente un alcalde en ejercicio con medida de aseguramiento, se me vino inmediatamente a  la cabeza la desgracia que ha tenido nuestra ciudad capital, de haber sido gobernada por alcaldes corruptos e incompetentes,  gracias a la dañina politiquería, que no solo es el mal de males de nuestra región, sino de todo el país.

Pero lo más grave de esa desgracia, lo constituye la impunidad por la tardanza en las decisiones de la justicia en esta clase de delitos que afectan sensiblemente a la ciudadanía, estimulando que esta clase de delincuentes que tanto daño le hacen a la sociedad proliferen como mala hierba amparados en esa benevolencia por parte del Estado,  que les permite seguir teniendo protagonismo político anunciando nuevas aspiraciones farfullando su inocencia porque no han sido condenados por la tarda justicia, llegando al caso como lo hemos tenido que ver no pocas veces, que las condenas se producen cuando están ejerciendo otros cargos de elección popular como ha ocurrido  con la reciente condena al actual alcalde de Aipe, Octavio Conde, recientemente condenado como no, en segunda instancia, como autor responsable del delito insignia de marras a 48 meses de prisión y casa por cárcel, después de 20 años de haber ejercido el cargo por primera vez!.

Así, cómo no van a seguir delinquiendo en la administración pública estos politiqueros confiados en la impunidad,  que demanda a gritos  sino es posible un cambio estructural al vitando sistema político electoral, que no hará nunca la clase política enquistada en el Congreso, que se haga una urgente reforma a la justicia para que se dedique sin tardanza a resolver los delitos contra la administración pública con términos improrrogables en las dos instancias, para que no tengamos la desgracia de seguir siendo gobernados por corruptos que pregonan la presunción de inocencia, cuando después resultan condenados continuando su ejercicio depredador al frente de la cosa pública.

Mientras esta reforma ocurre, como lo ha planteado el presidente Petro con la creación de una justicia anticorrupción, que es prácticamente imposible en el Congreso, ahora que se acercan las elecciones regionales ojalá tengan los neivanos el olfato, para tratar de librarse de esta desgracia, de elegir un alcalde desvinculado de esos perniciosos tentáculos de la politiquería, con una hoja de vida de competencia y transparencia, a ver si proyectamos a nuestra atrasada, caótica y empobrecida capital hacia el progreso y el desarrollo, sin la coyunda de la corrupción.
