El servicio de transporte escolar es un deber de las alcaldías en cada localidad para favorecer a los estudiantes que acceden a las instituciones educativas. En el municipio de Timaná, han quedado expuestas aparentes irregularidades por parte de conductores que verbalmente fueron contratados para la prestación de éste servicio.
Varios de los transportadores quienes se dirigieron a La Voz de la Región, y que pidieron reserva de sus nombres por temor a represalias, indicaron que se encuentran muy inconformes por el trato recibido, por la forma como los contrataron sin que exista un documento de por medio, por los descuentos aplicados y porque se han visto en la obligación de ir hasta la casa del concejal Juan Carlos Sáenz Vargas para cobrar el dinero del servicio prestado.
Según la queja, luego de insistir por varias semanas para que les cancelaran el trabajo realizado durante el año 2015 con cuentas pendientes por valores que oscilan entre los 7 y los 9 millones de pesos por cada vehículo, además del servicio prestado durante 45 días laborados en 2016 y expresar su molestia por la demora en la cancelación del servicio, éstos finalmente fueron convocados en la casa del concejal, a recibir el dinero pero la sorpresa fue el cambio repentino en las condiciones acordadas.
Indicaron que observaron con extrañeza que se les llamara para que en una casa de habitación y no en la alcaldía, fueran convocados para la cancelación de su dinero, pero ante la necesidad del mismo, acudieron allí pero solo para pagarles 25 días laborados, sin que se les diera información sobre lo adeudado desde 2015, donde aseguran, el gobierno anterior, no les pago. Según se les indico ese valor corresponde a otra vigencia y por lo tanto no es de responsabilidad de la actual administración. En cuanto al dinero cancelado y sin mayor explicación les aplicaron descuentos del 25%, alegando que hubo ajustes, novedad que según ellos no es justificable por lo que su inconformidad es aún mayor.
Indicaron los trasportadores que les informaron que ese dinero correspondía a recursos del municipio quien era el responsable de la contratación y pago correspondiente. Al momento de entregarles el pago de 25 días de trabajo, les hacen firmar un recibo pero no les otorgan comprobante o copia ni de contrato ni de un documento que demuestre la legalidad del procedimiento.
Consultado el portal web del Sistema Electrónico de Contratación Pública SECOP, se encontró que el proceso de contratación se efectuó en marzo pasado, sin embargo los vehículos y conductores fueron sub-contratados de forma verbal y la evidencia radica en que estos corresponden a personas naturales vinculadas con empresas distintas a la que finalmente fue seleccionada.

Como muy delicado calificaron abogados consultados por este medio, la realización de ésta clase de procesos. Los dineros públicos para la prestación de ésta clase de servicios no pueden estar en manos de un concejal ni mucho menos, ser cancelados en un domicilio distinto a la alcaldía, por lo que se podría ver inmersa en un proceso de investigación disciplinaria.
Preocupados y molestos, los conductores pidieron se clarifique la situación dado que según alegan, el cambio en las condiciones de pago, el recibir el dinero, sin haber suscrito contratos individuales, no tener acceso ni quedar un soporte documentado de la cancelación, el tener que relacionarse con un concejal para el tema de los cobros y no tener certeza de la cancelación de la deuda del año anterior, es algo que puso en alto nivel de preocupación a los prestadores del servicio que Timaná beneficia cerca de 1300 estudiantes, por lo que las explicaciones de parte del gobierno municipal deberán conocerse con urgencia.
