Es un imperativo moral, social y humano, defender y proteger los recursos naturales nacionales, destinados por la naturaleza, para satisfacer necesidades colectivas de los seres vivos.
Este el mandato social y moral para defender los recursos nacionales y evitar el accionar irresponsable y abusivo de transnacionales, que con el beneplácito y la complicidad de quienes ejercen poder público e institucional, facilitan el saqueo de las riquezas nacionales.
Al respecto, las utilidades que producía y produce la CHB (Central Hidroeléctrica de Betania, desde 1987 y El Quimbo desde 2015), cuyos montos anuales, fácilmente se podían consultar en la web, no dejan duda. Hasta el 2005, año en que se redujo la producción, por pérdida de potencial de generación, debido al llenado sedimentario del bazo del embalse.

El Proyecto Quimbo, fue previsto para alargar la vida útil y rentabilidad de Betania. Las cuantiosas utilidades de EMGESA-ENEL, son para exportarlas y reforzar el cartel energético español-italiano. Ya dominan más del 24% de la generación eléctrica colombiana.
El espejismo irreflexivo y la irresponsabilidad social y políticas de la clase dirigente nacional e institucional, relativos a la defensa y protección de los recursos patrimoniales de la nación, son los responsables de la existencia del Quimbo, bajo los términos en que fue impuesta la venta de ISAGEN e Hidrosogamoso, negociadas bajo los privilegios y gabelas validados por el gobierno de turno.
La presentación maquillada y los espejismos de sus efectos positivos (ante Cámara de Comercio de Neiva-2007-2008), pudo y puede seguir deslumbrando incautos y entregando la riqueza nacional a cambio de nada.

La principal afectada es la soberanía nacional, seguida por pérdida de recursos naturales y patrimoniales de la nación y oportunidades de desarrollo nacional y regional.
El anuncio de la construcción del Quimbo, fue disfrazado con el concepto de Concesión y presunto desarrollo regional. Decisión del primer gobierno de Uribe.
Las precisiones sobre los alcances de la Concesión no los definieron. ¿Es una concesión? Si es concesión debe tener reversión a la nación o a la región. No está definida y el uribismo que decidió la entrega, guarda total silencio.
Por ello se debe impedir la entrega de ELECTROHUILA a EMGESA-EENEL u otra multinacional y se debe exigir la reversión del sistema hidroeléctrico El Quimbo. Debemos hacerlo.
¿Cómo explicar y entender las limitaciones que EMGESA pretendió imponer a los colombianos, sobre el uso del agua del Río Magdalena y sus afluentes y por qué?
¿Por qué EMGESA-ENEL no cumplen las obligaciones legales y las ordenadas en la Licencia Ambiental y en la Sentencia Judicial de 2020, por el Tribunal Administrativo delo Huila? ¿Laxitud jurídico-legal y complicidad institucional?
¿Y los gobernadores, incluido el actual, por qué no proceden a defender los intereses del Huila y sus ciudadanos?
Toda esa tropelía de inmoralidad, irrespeto nacional, entrega de soberanía y sumisión al capital transnacional, con la anuencia y complacencia del diabólico gobierno de Uribe y gobiernos posteriores a esos nefastos periodos y la institucionalidad vigente, hasta hoy.
Parece que esa manifiesta irresponsabilidad y complicidad gubernamental departamental, estimuló a la multinacional a incumplir obligaciones básicas, propias de ese tipo de empresas, incluidas las definidas en la Licencia Ambiental y fallos de organismos judiciales.
Esas reclamaciones, deben convertirse en un imperativo moral y social para el próximo gobernador. ¿Quién se compromete?
Son temas para plantear y debatir, ante el gobierno central y para exigirle que en la anunciada venta de ELECTROHUILA, se privilegien los derechos legítimos del departamento y facilite esa adquisición y no entregarla, posiblemente, a la multinacional EMGESA-ENEL u otra. Todas son iguales.
El Huila puede y debe comprar a ELECTROHUILA. Se requiere imaginación, decisión y responsabilidad política y social del poder público regional.
El Departamento, y sus 37 municipios y accionistas privados regionales, puede constituir la EMPRESA DE GENRACION DE ENERGÍA DEL HUILA, partiendo de la negociación y compra de ELECTROHUILA, y de esa manera, explorar, definir y ejecutar la construcción de Micro-Centrales hidráulicas, centrales eólicas y fotovoltaicas, en el departamento.
En los países industrializados, la mayoría de familia, son accionistas de empresas. Para cubrir esas inversiones, pueden recurrir al crédito. Se realizan y amortizan en varios años. Sin cohechos y concusiones, tan arraigados en Colombia, en los últimos años, pueden ahorrar y responder los entes públicos, por esas inversiones e impulsar el desarrollo nacional.
La decisión del Departamento del Huila de comprar ELECTROHUILA, requiere quien lidere honestamente la compra y la constitución de la empresa de energía. Debe ser mayoritariamente pública, del Departamento del Huila y sus Municipios.
Es un imperativo responder a los desafíos del desarrollo y de la dinámica empresarial, con proyectos y programas que creen riqueza nacional. No tiene justificación que el capital transnacional, cazador de jugosas utilidades, se apropie de la riqueza natural nacional, imponga sus leyes, nos domine y explote. Los impuestos que pagan las multinacionales, resultan ridículos, por las gabelas tributarias, otorgadas por el régimen pro- capitalista, frente a las utilidades netas que producen,
Una micro Central hidroeléctrica, a costos presentes, pude costar U$1.5 millones Mwh, al cambio de hoy. Un sistema de generación Fotovoltaica U$1.0 millón Mwh.
En todos los casos, es imprescindible hacer exploración de condiciones de viabilidad, sobre localización, infraestructura requerida, etc. Son costos internacionales, tomados como referentes de Bolivia. Bolivia es referente indiscutible, en factibilidad y costos y en electrificación de bajo costo y producción Fotovoltáica, en Latinoamérica, en el presente.
Además, es propósito del actual gobierno nacional, democratizar la generación de energía y dar participación a organizaciones comunales y campesinas.
Municipios Huilenses, con presupuesto desde $15.000 millones, pueden aporten $3.000 millones, cada uno. Cuatro, de a $10.000 millones. Neiva $50.000. El Departamento, $100.000 millones. Más, aporte accionario privado. Se requiere quien piense, organice y dirija, con honestidad.
El máximo genio de la humanidad, hasta el presente, sentenció que la comunidad y la humanidad en general, requiere de quién piense, emprenda, organice, dirija y asuma responsabilidades, desprovisto de personalismos e intereses mezquinos.
Respecto al irresponsable uso de los recursos públicos y/o malversación de los mismos, en el presente siglo, Neiva invirtió más de $15.000 millones en un intercambiador vial, no prioritario. Neiva y la Gobernación del Huila, invirtieron más de $40.000 millones, para optimizar el acueducto, sin resultados efectivos, diferentes a la deuda. Neiva invirtió-despilfarro más de $70.000 millones en la construcción del Reservorio, sin provecho alguno, entre otros, especialmente de la administración, del cínico, perverso e impune, alcalde Gorki
El departamento gastó más de $40.000 millones en el riego Picol-Tesalia. Están perdidos. Así como lo referido, muchos otros casos. ¿En cifras actualizadas, cuento suma en el presente?
El rigor técnico debe prevalecer en todo proyecto de desarrollo económico y en particular de la infraestructura, sin politiquería, clientelismo y corrupción. El uso de los recursos públicos, debe ser transparente, previa evaluación técnico-económica, que garantice la alternativa óptima.
Hasta hoy, a la comunidad nunca le ha ofrecido oportunidad, la Administración Pública, gobierno central, gobernadores y alcaldes, de participar por acciones, en la producción de bienes y servicios públicos. El próximo gobernador debe hacerlo
Se requiere voluntad política, responsabilidad social y honestidad de la dirigencia regional y de sus gobernantes. Eso siempre ha faltado en el Huila y Colombia.
Demostremos lo contrario, y unámonos al propósito del gobierno nacional presente. Los 118 gobernantes nacionales, anteriores al Sr Gustavo Petro, concentraron todos los propósitos y decisiones, a favorecer la acumulación de capital y riqueza en muy pocas manos, y por eso hay tanta molestia entre los gremios, por la Reforma Tributaria ya aprobada, y las propuestas, como la Reforma la Reforma al Sistema de Salud, la intervención en las comisiones reguladoras de servicios, públicos, la reforma laboral, entre otras decisiones.
El Constituyente Primario debe decidirse a actuar, en temas como, Salarial, Pensional, salud, acceso a la propiedad de la tierra y participación accionaria, etc.
