La economía colombiana no pasa por un buen momento.
Después de casi una década, la tasa de desempleo ha vuelto a superar el 10 por ciento y el crecimiento bien podrá estar por debajo de lo esperado. Existen además desequilibrios importantes, como el de la balanza de pagos, que con razón despiertan preocupaciones sobre la estabilidad macroeconómica del país.

Mucho de esto se le atribuye a un gobierno con tantas debilidades como el de Iván Duque, y en especial a su política fiscal y a la innegable polarización que siguen produciendo algunas otras de sus decisiones.
Estos factores pueden tener alguna incidencia sobre el mal momento de la economía, pero yo pienso que son marginales y que la situación básicamente sería la misma si el presidente no fuera Duque.
LOS CICLOS
Nada de lo que está pasando en Colombia debería verse como algo raro.
Por ejemplo, al menos desde los años setenta, la tasa de desempleo ha estado por debajo de 10 por ciento tan solo en el mejor momento de los ciclos económicos, que suelen tener una duración de entre doce y dieciocho años.
El desempleo es malo para la gente, pero también es esencial para el “buen” funcionamiento de los mercados.
La gráfica de abajo siguiente muestra cómo a mediados de los ochenta el desempleo subió hasta un 14 por ciento, cómo a finales de los noventa llegó a un 20 por ciento, y cómo ahora en el 2019 estamos viendo de nuevo una tendencia al aumento. Es posible, de hecho, que, sin la crisis del 2008, el deterioro de la economía que estamos presenciando se hubiera visto unos años antes. Y no sería raro que los que culpan a Duque le echaran la culpa a Santos por los males del presente.
¿A QUE SE DEBEN LOS CICLOS?
Algunos pensarán que, por pura coincidencia, cada diez o quince años pasan cosas que hacen cambiar el curso de la economía colombiana. ¿Pero por qué ocurre algo parecido en casi todas las economías avanzadas del mundo?
La respuesta puede ser desconcertante: el desempleo es malo para la gente, pero también es esencial para el “buen” funcionamiento de los mercados.

Como indica la gráfica siguiente, cuando aumentan los salarios en términos reales (es decir, teniendo en cuenta la productividad de los trabajadores), la rentabilidad del capital tiende a disminuir; por eso baja la inversión, el desempleo aumenta, y así se alivia la presión del mercado. Es como un aire que toman los mercados para volver a acelerar, y este proceso suele tener una duración de unos quince años, durante los cuales las tasas de desempleo suben y vuelven a bajar.
LA BUENA NOTICIA
En este momento tenemos en Colombia un_a tasa de desempleo que aumenta, pero también unos salarios (ajustados por productividad) que están disminuyendo: mala noticia para los trabajadores, que ahora ganan menos y no tienen mucho espacio para buscarse otro empleo.
Pero buena noticia para la economía. De continuar las cosas como van, es de esperar que en los próximos años el crecimiento se vueba a acelerar y el desempleo se vuelva a reducir.
Y si esto llega a pasar, no faltarán quiénes, equivocadamente, le atribuyan el mérito al presidente o al gobierno que sigue, siendo así que en realidad haya tenido poco o nada que ver con el asunto.
UN MAL REMEDIO
Mucho más preocupante es la pregunta de por qué, aun en sus mejores momentos, la tasa de desempleo en Colombia no cae por debajo de un 8 por ciento.
La respuesta facilista la hemos oído todos: los salarios son demasiado altos. No hay incentivos para contratar trabajadores, mucho menos si se trata de los empleos formales donde existen toda clase de recargos.
Este argumento tiene algo de cierto, porque si se reducen el salario o los recargos salariales, es posible que el aumento de la productividad de los trabajadores supere al incremento de los salarios reales. Dicho de modo más simple: aumenta la rentabilidad de las empresas y esto hace que aumente la inversión.
Pero antes de bajarles los salarios a los colombianos, es importante notar que, según datos del DANE, la participación de esos salarios en el valor agregado total de la economía ha estado históricamente alrededor del 40 por ciento.
En países como Estados Unidos, Inglaterra, Portugal, Alemania, España e Italia, entre otros, la participación de los salarios en el valor agradado es de alrededor del 60 por ciento. Bajo esas circunstancias no parece muy sensato reducir los salarios de los colombianos.
¿QUIÉN GANA QUIÉN PIERDE?
Pero entonces, si tanto los trabajadores como las empresas se encuentran en una mala situación, ¿quiénes son los beneficiados de la economía colombiana?
La baja participación de los salarios en el valor agregado (el 40 por ciento que dije) significa automáticamente que las utilidades o el retorno a la inversión que reciben los dueños del capital, son demasiado elevadas.
Pero no todas las utilidades se originan en sectores de actividad igualmente productivos. Aquí se incluyen dividendos industriales, rentas de la tierra y del sector financiero, al igual que pagos de intereses y otro tipo de rentas. Estos ingresos, puede decirse, no generan mayor valor agregado: lo que hacen es transferir valor de unos sectores a otros.
El gobierno siempre tratará de mostrar que las cosas van bien (o por lo menos no tan mal), mientras que los críticos siempre van a decir lo contrario.
Por ejemplo, si en Estados Unidos se eliminan del Producto Interno Bruto (PIB) los ingresos del sector financiero, se llega a la conclusión que el PIB per cápita ha estado estancado desde los años ochenta: no es coincidencia que la gente esté cansada y que busque alternativas radicales, de ahí Trump.
Algo similar probablemente esté sucediendo en Colombia, donde la concentración de la riqueza es abrumadora, y donde el sector financiero ha sido de los pocos que se encuentra en constante bonanza. Y los banqueros han sido ayudados claramente por una agenda de libre comercio que los beneficia al debilitar el ahorro privado nacional.
BUENOS REMEDIOS
La tarea de identificar los sectores productivos y los no productivos para ajustar las tasas de tributación sería entonces de gran ayuda para los empresarios, como también para los trabajadores.
También por eso hay que repensar la agenda de libre comercio y fortalecer la producción interna. Como decía Montesquieu: “El comercio nunca está sujeto a mayores restricciones que en naciones libres, y nunca está sujeto a menos restricciones que bajo un gobierno déspota.”
El problema de atribuir la mala situación de la economía al gobierno de turno consiste en que nos lleva a buscar soluciones transitorias. El gobierno siempre tratará de mostrar que las cosas van bien (o por lo menos no tan mal), mientras que los críticos siempre van a decir lo contrario.
El ruido de lado y lado no hace más que agravar la confusión, y así es casi imposible descifrar lo que es incertidumbre y lo que es simple ignorancia.
Siempre tendremos eventos que sirvan como excusas para justificar los buenos o los malos momentos de la economía. Pero la economía colombiana seguirá igual, es decir, con altos niveles de desempleo, de pobreza y de desigualdad. ¿Acaso vamos a esperar que la fortuna sonría y llegue una cadena de eventos afortunados?
¿O es hora de buscarle fin a estas historias repetidas?
