El pasado martes 21 de febrero se realizó en la Biblioteca Departamental Olegario Rivera de la ciudad de Neiva, un acto en homenaje al fallecido líder del Partido Comunista Colombiano y de la Unión Patriótica, Ramón Tovar Andrade, con motivo de los 100 años de su natalicio, en la que se hizo el lanzamiento de un libro cuyo compilador es el exconcejal de Neiva, dirigente de la UP en el departamento y miembro de la Academia Huilense de Historia, Pablo Emilio Escobar Polanía.

El prologuista fue el Presidente del Partido Comunista Colombiano y profesor de la Universidad Nacional, Jaime Caicedo Turriago. En el texto se incluyen artículos del compilador Pablo Emilio Escobar, del profesor de la Universidad Surcolombiana Gustavo Bríñez Villa, así como entrevistas que reconocidos periodistas regionales como Fermín Segura y Carlos Salamanca le hicieron a nuestro personaje cuando aún ostentaba los cargos de Secretario General del Partido Comunista en el Huila y Concejal de la ciudad de Neiva, dignidad que ocupó ininterrumpidamente desde finales de los años 70 hasta principios de los años 90, por gozar de un amplio respaldo popular que le garantizó su elección en todas la campañas en que se presentó como candidato al concejo municipal de la ciudad de Neiva.

Al acto concurrieron alrededor de unas 150 personas, entre los que es bueno destacar la importante presencia de académicos, profesionales y líderes populares y de la izquierda, quienes conocieron al líder comunista y admiraron su compromiso con la causa de los trabajadores, su honradez, humildad, sencillez y abnegación en la defensa de los intereses populares.
Bajo su dirección el Partido Comunista y la UP en el Huila gestaron una alianza con Convergencia Liberal dirigida por Guillermo Plazas Alcid y Julio Enrique Ortiz Cuenca, que obtuvo más de 43.000 votos, convirtiéndose en la fuerza política más respaldada en el departamento y eligiendo senador y representante a la cámara, Plazas Alcid y Ortiz Cuenca como principales y Alberto Rojas Puyo y Hernán Rojas Cabrera como suplentes. Esta fue la primera vez que la izquierda huilense eligió congresistas, quienes pudieron asistir la mitad del periodo (2 años), porque así fue pactado en la coalición.

El acto comenzó con un foro en el que intervinieron, el miembro de la dirección departamental liberal Diógenes Plata y el conservador Germán Cuellar, quienes compartieron con Ramón Tovar su condición de concejales de la ciudad y exaltaron los grandes valores de este dirigente de la izquierda huilense. También hicieron exaltaciones del homenajeado otras 12 personas.
El acto finalizó con las intervenciones del presidente de la academia de historia, el médico Pedro Pablo Tinjacá Ruiz, el prologuista Jaime Caicedo y el Compilador Pablo Emilio Escobar.
