Nunca fue total la penumbra. Menos de dos semanas tardó el Ministerio de Minas y Energía en devolverle la luz a Mocoa. Exactamente, 11 días. Y mientras esto se lograba para los 62.318 usuarios que resultaron afectados por la avalancha del pasado primero de abril, hora a hora, cada punto estratégico de la ciudad empezó a recobrar la energía.
Los albergues que acogieron a quienes lo perdieron todo fueron los primeros que contaron con plantas aseguradas, lo mismo que el hospital y la morgue. También, Medicina Legal y La Casa de Justicia. En pocos días hubo energía también en el parque principal en la Avenida Colombia y en los barrios Américas, Rumipamba y Jardín, entre otros.
Varios puntos de la ciudad se habilitaron a fin de que la gente pudiera recargar celulares para comunicarse con sus familiares y amigos. Allí también se cargaron cientos de linternas.
Empresas de los sectores de energía e hidrocarburos, lideradas por MinMinas, establecieron diez frentes de trabajo. La idea fija siempre fue garantizar la energía eléctrica definitiva para la zona. La subestación se estabilizó con equipos móviles (transformadores, interruptores y celdas de salida). También se instaló un interruptor móvil para mejorar la confiabilidad de las líneas de 115 kV. Ese trabajo finalizó el pasado 6 de mayo.
La estabilidad total del servicio se logrará en noviembre de este año luego de una serie de pruebas y obras que incluyen la construcción de cimentaciones para las torres afectadas y la rehabilitación de los pórticos y de las bases de los equipos de potencia perjudicados por la avalancha.
También garantizamos los combustibles
Pero la celeridad en la atención también aseguró el subsidio para el suministro de cilindros de gas. La cartera de Minas y Energía dispuso que no fuera limitante la falta de documento de identificación. Porque muchas personas perdieron hasta sus documentos en la avalancha.
Las empresas de gas natural aportan actualmente alrededor del 50 por ciento del dinero necesario para la reconstrucción de las redes de distribución de las personas damnificadas, cuyo costo asciende a los 200 millones de pesos.
El Ministerio organizó un plan para abastecer de combustible al Putumayo a través del cual se gestionó con el Ministerio de Hacienda y Crédito Público un incremento adicional de 800.000 galones/mes para los meses de abril, mayo y junio de 2017, el cual se distribuyó de acuerdo al seguimiento diario al consumo del departamento.
La idea también era garantizar la movilidad, la generación de energía y la operación de la maquinaria necesaria para empezar a reconstruir el municipio.
A través del Servicio Geológico Colombiano (SGC) el MinMinas hizo viable la realización de los estudios para evaluar la amenaza por movimientos en masa en la zona, en las cuencas de los ríos Sangoyaco, Mulato y la quebrada La Taruca.
Sumas totales
Las inversiones requeridas para garantizar la debida prestación del servicio de energía eléctrica en Mocoa se estiman en 20 millones de dólares. Serán asumidas por la empresa que presta el servicio de trasmisión (STN) y por la empresa que realiza distribución y comercialización.
La Empresa de Energía de Bogotá S.A. ESP invertirá 15 millones de dólares y la Empresa de Energía de Putumayo ESP, 5 millones de dólares.
Durante los 6 meses posteriores a la avalancha las personas afectadas cuentan con un subsidio de 100 por ciento en el servicio. Esto asciende a 3.340 millones de pesos
En materia de gas los subsidios que se brindarán serán del orden de 600 millones de pesos que beneficiarán a 400 familias.
