El pago para transitar por las carreteras colombianas, es un negocio auspiciado por el Gobierno Nacional desde César Gaviria.
Quien se beneficia con estas millonarias entradas económicas diarias, no es la clase trabajadora.

En su momento, en el Gobierno de César Gaviria, hace unos 25 años aproximadamente, las carreteras de este país empezaron a ser manejadas por empresarios privados, que buscaban su rehabilitación, mantenimiento y operación por el sistema de concesiones. La situación critica y polémica es que el recaudo de los peajes debería orientarse con este fin y mucho de ello no es así, las quejas son constates y la misma pregunta que se hacen todos: ¿qué hacen con el dinero de los peajes? Ojo a esto porque también estaría en manos de ellos su distribución y manejo.

Vamos a contarles cuáles son las vías que administran cada uno de ellos, para que se hagan una orientación de las condiciones viales y por quiénes son manejadas:
Las vías de Luis Carlos Sarmiento Angulo
Desde un comienzo y muy recién comenzaron las privatizaciones del Gobierno Gaviria, el poderoso banquero Luis Carlos Sarmiento se posicionó como un importante jugador en este nuevo negocio a través de la Corporación financiera Corficolombiana. A través de cuatro compañías suyas, que licitan independientemente o asociadas con otras, se hizo a jugosas concesiones: PISA (Proyectos de Infraestructura), Episol (Estudios y Proyectos de los Andes), Concecol (Colombiana de Concesiones y Licitaciones), Coviandina y Epiandes (Estudios y Proyectos de los Andes).
De interés: Reforma tributaria permitiría peajes urbanos
Veintisiete años después, la Organización Luis Carlos Sarmiento opera al menos 9 concesiones viales, casi todas muy bien localizadas en áreas de importante tráfico que le aseguran una buena rentabilidad. Actualmente, es dueña de al menos 4 de los 10 peajes más costosos de Colombia. Estas son sus concesiones actuales:
– La doble calzada Buga-Tuluá-La Paila (desde 1993).
– Ampliada hasta La Victoria (2006).
– Bogotá-Villavicencio (hasta 2023).
– Fontibón-Facatativá- Los Alpes (hasta 2024).
Vía proyectada para descongestionar el occidente de Cundinamarca, es la ruta hacia los departamentos del Tolima, Caldas y Antioquia.
El Gobierno Santos, con el vicepresidente Germán Vargas a la cabeza de la infraestructura vial del país, le asignó 5 nuevas concesiones:
– Autopista Conexión Pacifico 1 (Ancón Sur-Bolombolo en Antioquia), que va hasta el 2039.
– Un sector clave Mulaló-Loboguerrero-Cali que conecta el Puerto de Buenaventura (hasta 2040).
– Villavicencio-Yopal (hasta 2044).
– Chirajara-Villavicencio, último tercio de Bogotá-Villavicencio ((hasta 2054).
Y la polémica Ruta del sol 2 (Puerto Salgar en Cundinamarca, hasta San Roque, Cesar) Tiene el 33% en sociedad con Odebrecht y C A Solarte y la cual habría sido entregada al consorcio tras haberle entregado un soborno de USD $ 6 millones al ex viceministro Gabriel García Morales. El expresidente de Corficolombiana, José Elías Melo, está condenado por estos hechos.

Las vías de José Jairo Correa y su hija Luz María, propietario de Construcciones El Cóndor
José Jairo Correa Gómez, antioqueño, es el principal accionista y fundador en los años 80 de Construcciones El Cóndor. Ingeniero civil de la Escuela de Minas de la Universidad Nacional, es a su vez el mayor accionista del Deportivo Medellín. Desde el 2001 preside la empresa su hija, Luz María Correa Vargas.
Correa fue a su vez fundador de Odinsa en 1992, un consorcio de varias pequeñas compañías de ingenieros para competir con las grandes empresas de ingeniería extranjeras que llegaron a licitar al país. Le vendió su participación en 2016 al grupo Argos.
– La Autopista César-La Guajira (hasta el 2049).
– San Roque (Cesar) y Cuestecitas (La Guajira) (hasta el 2049).
– Antioquia – Bolívar (hasta el 2049).
– Transversal de las Américas Sector 1/ Corredor Vial del Caribe.
– Socio minoritario en Vías del Nus (Autopista del Rio Magdalena, entre Bello y Donmatías, Antioquia) (hasta 2041).
– Socio minoritario en la Malla Vial del Meta (hasta 2045).
– Socio minoritaria Autopista Conexión Pacífico II (Bolombolo-La Pintada-Primavera) (hasta el 2039).
– Autopista Conexión Pacífico III (Antioquia con Eje Cafetero) hasta el 2039.
Las vías de Mario Huertas, propietario de MHC
Mario Huertas Cotes, bogotano ingeniero civil de la Universidad Javeriana. La tradición de ingeniería viene desde su tío abuelo, la continuó con su padre y pasó a sus manos en 1975, para presidir desde entonces MHC. Tiene la mayoría en cada una de las tres mega concesiones viales de cuarta generación (4G):
– La doble calzada Girardot-Honda-Puerto Salgar (hasta el 2039).
– Conexión Pacifico 3 La Pintada – La Virginia (hasta el 2039).
– Cartagena-Barranquilla y Circunvalar de la Prosperidad (hasta el 2049).
– Su despegue fue con la participación en la construcción de varias de las vías más importantes de Bogotá entre 1977 y 1995: avenidas Boyacá, Córdoba, Suba y la ampliación de la Autopista Norte.
– Socio minoritario en Barranquilla-Lomarena, Conexión calle 80 entre Siberia y El Vino (hasta el 2031), Riohacha-Paraguachón (hasta 2030), Chía-Mosquera-La Mesa-Girardot, entre otras.
– Desarrollo vial Oriente de Medellín – Devimed (hasta el 2021).
Las vías de Carlos Alberto Solarte, empresa familiar CAS
Carlos Alberto Solarte, nariñense, ingeniero civil de la Universidad del Cauca, se formó en la empresa caleña Conciviles, de donde salió en 1966 para crear su propia compañía junto con su hermano Luis Héctor, quien falleció hace cinco años, generándose una pugna familiar con los herederos. Participan en las licitaciones a través de dos sociedades: Consorcio Solarte Solarte – CSS Constructores, Carlos Alberto Solarte y CASS Constructores. Los Solarte cuentan con el más grande parque de maquinaria del país y están entre los tres mayores clientes de Caterpillar en América Latina.
– Concesión Briceño-Tunja-Sogamoso (hasta 2033).
– Malla Vial del Valle del Cauca – Cauca (hasta 2054).
– Autopista Santana-Mocoa-Neiva (hasta el 2040).
– Autopista Popayán-Santander de Quilichao (hasta el 2040).
– Buga-Buenaventura (hasta el 2046).
– Bucaramanga-Pamplona (hasta el 2041).
– Neiva-Espinal-Girardot (hasta el 2045).
– Socio minoritarios en la Ruta del Sol Tramo I (Villeta- El Koran en Puerto Salgar) (hasta el 2020).

Las vías de Conconcreto de la familia Aristizábal
Hasta hace unos años, el ingeniero antioqueño Jota Mario Aristizábal, el fundador, junto a su hermano Darío, de Conconcreto, presidía la empresa creada en 1961. Desde el 2000, su sobrino Juan Luis Aristizábal tomó las riendas de la compañía. En 2010 entró a cotizar en la Bolsa de Valores. De las cinco grandes, Conconcreto ha sido la última de las constructoras en entrar al negocio de las concesiones, en el que incursionó en 2016 haciéndose a una importante tajada del negocio. Socios por mitad en la ampliación a tercer carril de la doble calzada Bogotá-Giradot (hasta 2046).

- Buga-Buenaventura (hasta el 2046).
- Ruta del Sol Sector 1 (hasta 2020).
- Concesión Devimed / Oriente de Medellín y Valle de Rionegro (hasta el 2026).

La construcción de la infraestructura vial en Colombia que empezó como un trabajo de empresas de ingenieros fue derivando en un negocio que exige mucho músculo financiero. En los proyectos de cuarta generación, los recursos para inversión los aportan en su totalidad los inversionistas privados. Y para que se hagan todas las obras se necesita no solo que los concesionarios pongan capital, sino que consigan la financiación para cubrir el costo total del proyecto, financiación que puede llegar a representar el 70% del costo del proyecto.
Actualmente, hay 168 peajes distribuidos por todo el país de los cuales menos del 15% están hoy en manos de entidades públicas. Sin embargo, son doce los departamentos de Colombia que no reportan la existencia de peajes como por ejemplo Arauca, Amazonas, Vichada, Vaupés, San Andrés, entre otros.
