La explotación minera sobre la cuenca del río Las Ceibas, única fuente de agua para la población urbana y amplia región rural de Neiva, data de 30 años, con extracción de hidrocarburos y materiales de construcción.
Los materiales de río, arena y rocas, alimentan al sector de la construcción desde sus orígenes en la ciudad y, en los últimos años, esa extracción arreció, bajo el poder de un monopolio, sobre el río Arenoso, frontera Neiva-Rivera, que nada hace por recuperar la cuenca deteriorada, por el insaciable apetito mercantil y sin control de autoridad alguna.
La explotación de hidrocarburos la emprendieron multinacionales, mediante concesión del Gobierno Nacional, a través de ECOPETROL, empresa estatal hoy sin esa facultad, luego que el poder central le redujera esa función al crear DOS entes burocráticos desde la década de los 90s.
EL PELIGRO
La explotación de hidrocarburos generó, en la población civil de Neiva, enorme y creciente expectativa, al conocer que El Gobierno Nacional, autorizó la exploración y explotación a multinacional, sobre la ribera del río Las Ceibas, situación que produjo multitudinaria manifestación organizada por la Fundación Comité Cívico Rio Las Ceibas, consiguiendo que tal orden no se ejecutara.
Este año se conoció que ECOPETROL que recibió por reversión, el cuadrante Ceibas, que implica autorización para proseguir extracción en terrenos al lado y lado del río, modificando licencia ambiental otorgada por La Agencia Nacional de Licencias Ambientales – ANLA –
La actuación de la estatal empresa, sobre el área, genera nuevamente reacción en distintos sectores sociales (La Cuenca del río Las Ceibas es diferente al cuadrante Ceibas que recibió ECOPETROL para explotación petrolera), que consideran, reactivación de la explotación, ya suspendida por El Estado.
CLARIDAD
Con la mesura y la responsabilidad social que la caracteriza, La Fundación Comité Cívico Río Ceibas, concertó con la Gerencia regional de ECOPETROL, la realización de jornadas especiales, que permitan, sobre la zona de explotación, verificar el licenciamiento y la operación propiamente dicha.
La actividad se realizará con el suministro tanto de información pormenorizada de la actividad petrolera como del área que conforma el cuadrante Ceibas y, posteriormente visitas al área, para que los miembros de la Fundación, acompaños de expertos, entre ellos Naciones Unidas, constate sobre el terreno, la situación derivada del proceso exploratorio, el cumplimiento de la licencia ambiental y otros aspectos solicitados por la Fundación, como Veedora ambiental en la región, a ECOPETROL.
La primera jornada se efectuará el jueves 9 de noviembre, en las instalaciones de La Corporación Regional del Alto Magdalena – CAM –
La Fundación también sigue atenta y haciendo sugerencias concretas y precisas, a la reformulación del Plan de Ordenamiento de la Cuenca hídrica del rio Las Ceibas, contratada por el Gobierno nacional, hace más de un año y, donde debe quedar claro y específico, el área de protección y de reserva, que no puede ser intervenida para ningún tipo de explotación minera. Ese PLAN es el eje sobre el cual debe regirse el manejo de esa importante reserva natural y del que podrán derivar otras disposiciones protectoras.
