La Federación Colombiana de Periodistas -FECOLPER-, rechaza las amenazas que recibieron los periodistas Miguel Rojas, de Caracol Radio Ipiales; Julio Omar Bernal, de Radio Viva y Rubén Rojas, de Tropicana Estéreo, en Ipiales (Nariño, frontera con Ecuador), a finales de septiembre y comienzos de octubre.
De acuerdo con la versión del periodista y director del noticiero Mañanas Vivas, Omar Bernal, el pasado jueves 10 de octubre, en espacio habitual de su programa se desarrolló una entrevista donde un abogado y un funcionario público controvirtieron sobre crisis de desabastecimiento de agua que duró alrededor de tres meses en el municipio de Ipiales, cruzándose acusaciones y agresiones que, según Bernal, lo llevaron a cortar las intervenciones anticipadamente.
Según ha conocido el periodista y es de conocimiento público, el funcionario falleció al día siguiente de muerte natural en la plaza 20 de Julio cuando se encontraba en conversaciones informales con periodistas de otros medios de comunicación. No obstante, a través de redes sociales y perfiles se les ha venido amenazando, hostigando e intimidando, porque según la ciudadanía y funcionarios públicos, a través del espacio informativo, él y otros periodistas serían los responsables de la muerte del gerente de la Empresa Sanitaria de Obras Públicas del municipio, Empobando. Adicionamente, minutos más tarde del deceso, varios funcionarios públicos de Ipiales salieron a marchar y realizaron plantón contra los medios de comunicación, y se situaron al frente de la sede de Caracol radio Ipiales.
En diálogo con Fecolper, Rubén Rojas aseguró que les gritaban arengas con insultos y les llamaban “asesinos”. Además, pegaron carteles en la puerta de la emisora con escritos que decían: “no más opresión”, “basta de difundir tanto odio”, “somos funcionarios públicos, merecemos respeto”. Minutos después se conoció a traves de varios perfiles de funcionarios públicos y sus redes sociales, mensajes en los que señalaban que la presión de los medios de comunicación sobre Fernando Rosero, gerente de Empoobando, había causado su muerte.
La FECOLPER conoció que además, el pasado 30 de septiembre de 2019, hasta las instalaciones de Caracol Radio Ipiales llegó un CD con un video en el que un hombre amenaza a Miguel Rojas, periodista de esa emisora, y a su hijo Rubén Dario Rojas, quien dirige el sistema informativo de Tropicana. La amenaza se relaciona con debates políticos que diariamente se han realizado en espacios noticiosos de diferentes medios de comunicación del municipio y en donde se intimida para que no se desarrollen estos tipos de programas.
Respecto a los difíciles hechos sucedios en Ipiales (Nariño), la Fecolper:
– Solicita a la Fiscalía General de la Nación, una investigación urgente para determinar los responsables de las amenazas y judicializar a sus autores. También pide a la Unidad Nacional de Protección (UNP) efectuar los trámites pertinentes para brindar seguridad a los periodistas y medios de comunicación.
– Expresa su solidaridad con los familiares del gerente Rosero. Sin embargo, lamenta los señalamientos de ciudadanos y funcionarios que culpan a los periodistas por este deceso que ocurrió de muerte natural, ya que los mismos incrementan el contexto de violencia en el que vive actualmente el departamento de Nariño y ponen en alto riesgo la vida e integridad de los periodistas del municipio.
Asimismo, la Fecolper recuerda que el principio 11 de la Declaración de Principios sobre Libertad de Expresión de la CIDH, sostiene que: «Los funcionarios públicos están sujetos a un mayor escrutinio por parte de la sociedad… Este diferente umbral de protección no se asienta en la calidad del sujeto, sino en el interés público de las actividades que realiza. En una decisión de enorme importancia, la Corte Interamericana ha sostenido que «[e]n la arena del debate sobre temas de alto interés público, no sólo se protege la emisión de expresiones inofensivas o bien recibidas por la opinión pública, sino también la de aquellas que chocan, irritan o inquietan a los funcionarios públicos o a un sector cualquiera de la población». Por lo anterior, la Federación Colombiana de Periodistas hace un llamado a los funcionarios que realizaron el plantón contra periodistas y que incitan a la desinformación sobre el fallecimiento del gerente Rosero, a cumplir con los estándares señalados y que son parte del bloque de constitucionalidad de Colombia.
