Una alerta roja para 4 municipios del Huila lanzó la Oficina para la Gestión del Riego de Desastres del Departamento, al mediar la primera semana de marzo, como consecuencia de la ola invernal.
La determinación surgió luego de conocer informes del Instituto Nacional de Hidrología y Meteorología, donde advierte aumento de la densidad pluviométrica en la zona andina colombiana.
Con ese tipo der alerta esta la zona rural de: Gigante, Yaguará, Aquira y San Agustín, puntualiza informe de la Oficina de Prensa de la Gobernación del Huila.
La alerta naranja fue declarada zonas rurales de Algeciras, Colombia, Garzón, Guadalupe y Teruel en tanto que amarilla se implantó en: Altamira, Isnos, La Plata, Pitalito, Saladoblanco, Santa María, Suaza y Tarqui.
Gravedad
El problema se concentra en las posibilidades de movimientos en maza de tierra, consecuencia de cargas de agua excesiva sobre suelos carente de vegetación, avenidas en corrientes hídricas, taponamientos de ríos o quebradas o el desprendimiento de árboles sobre viviendas.
En las últimas semanas se han registrado problemas similares en poblaciones como Neiva, Santa María, Iquira y Tarqui, donde, estos fenómenos destruyeron viviendas, taponaron vías y afectaron numerosos cultivos.
Historia repetida
La historia se repite anualmente por la misma época del año en esta región del país, dado que no existe en el Departamento ni en los municipios, una política de cuidado a los sistemas ecológicos.
Por lo tanto, existe descuido en la conservación de cuencas hídricas, desprotección de suelos, carencia de reservación de zonas.
No hay atención adecuada a lugares que pueden presentar deslizamientos, con afectación tanto a la población civil como a los cultivos.
Suelos totalmente desprotegidos de vegetación, situados sobre pendientes de las vertientes hídricas, son facilitadores de derrumbes, taponamiento y obstrucción de vías, con funestas consecuencias.
Las advertencias
Los auxilios oficiales cuando ya se han presentado las afectaciones no son suficientes, porque el daño ya está hecho; lo importante es prevenir sobre esas realidades, mediante observación directa, atención adecuada a los terrenos, pero, sobre todo, la identificación de políticas de conservación, ajustadas a las realidades geográficas de la región.
Estas definiciones son claramente plausibles en la época actual, dadas las herramientas tecnológicas y la preparación de humana que dispone cada municipio en particular.
