Esa desviación allana camino a la corrupción, hoy campante en todos los niveles de Administración.

Definitivamente en este país todos creemos que podemos hacer lo que nos da la gana, empezando por algunos alcaldes que al ser elegidos se creen unos reyezuelos que pueden malgastar y derrochar los dineros de los municipios de acuerdo a su capricho, o en muchos casos se los roban descaradamente. Se rodean de áulicos, testaferros y contratistas y empieza el festín mientras los ciudadanos lo único que podemos hacer es quejarnos. Las tales IAS en muchos casos son cómplices de los pícaros, porque como dice el adagio «para todos hay». Las contralorías municipales por lo general son manejadas por la misma «mafia» que llevó al alcalde al poder y las personerías, ídem. Si no empezamos por poner orden en casa, ¿Qué podemos esperar de los gobiernos departamentales y del gobierno nacional? De la justicia mejor no hablo, porque la prescripción, los fallos amañados y las penas ridículas hablan por sí solas.
