Una billonaria cuantía en obras inconclusas, que constituyen un verdadero museo de la corrupción registra Colombia, al comenzar el tercer mes del año 2021, reveló Felipe Córdoba, Contralor General de la República, durante visita a Neiva y Aipe en el Huila.
En la actualidad ese museo de la corrupción tiene obras inconclusas o totalmente abandonadas, en toda la geografía colombiana, por un valor superior a los $20.5 billones.
Refiriéndose al Huila, advirtió la existencia de 58 obras sin terminar, abandonas, sin función, desfinanciadas y con deterioro abismal por el tempo de parálisis, como el Distrito de Riego Tesalia – Paicol en el occidente.
Esos elefantes blancos representan un detrimento cercano a los $340.000 millones y lo que se busca es terminarlas por las buenas o por las malas.
Otro ejemplo de ineficiencia es el proyecto para construir la primera etapa de la sede territorial de la ESAP en Neiva, iniciado en 2015, por valor de $6.392 millones.
La iniciativa tiene un avance físico del 30.23% y un avance financiero del 30.17%. Ha sufrido 5 suspensiones por 337 días y actualmente la obra sigue suspendida debido a errores en los diseños estructurales.
En noviembre de 2020, se firmó un acta de conciliación entre la ESAP y Enterritorio, que se encuentra a estudio del Tribunal Administrativo de Cundinamarca, para determinar la viabilidad de la construcción.
Primer día
En Aipe, el Contralor pidió contratista del estadio de fútbol que los $7 mil millones destinados para esta obra se pongan en la misma, sin excusas como la de mayor obra construida u otras parecidas.
El compromiso del contratista del estadio es que en dos meses entrega la cancha y hacia el mes de septiembre las graderías, la plazoleta de comidas y las luces.
El contratista del estadio de Aipe se quejó porque la Contraloría lo tiene embargado por más de $3 mil millones, lo cual para el Contralor significa que este organismo de control no se ha quedado quieto y donde ha visto que quieren generar otras dinámicas o no quieren terminar obras, se procede a estos embargos contra el contratista.
En este municipio, el Contralor General y el Contralor Delegado para la Participación Ciudadana, se reunieron con veedores ciudadanos que apoyarán las labores de seguimiento a los proyectos inconclusos.
La Plazoleta Lúdica y Ágora de Aipe, obra reportada en el Registro Nacional de Obras Inconclusas desde el 2019 cuando se finalizó el contratista se comprometió a terminarla el abril.
Según la directora de la Dirección de la DIARI (Información, Análisis y Reacción Inmediata), María Fernanda Rangel, “lo que se necesita, con el respaldo de Ley 2020 de 2020, es que las administraciones reinviertan un recurso público para que estas obras se puedan poner en uso, dado que se han deteriorado desde su entrega, o también que se completen las obras adicionales requeridas para poder ser puestas en uso”.
El megacolegio de Aipe, el Contralor General recomendó poner atención el mantenimiento y buscar una solución por intermedio de la Gobernación del Huila.
En este sentido, el Gobernador del Huila y el Alcaldede Aipe, pueden destinar recursos para mantenimiento, que desde hace 3 años funciona con problemas de humedad y eléctricos.
En Neiva
En el Hospital Universitario Hernando Moncaleano Perdomo de Neiva, el Contralor resaltó el compromiso de la gerente del centro asistencial para culminar Torre Materno Infantil en un año.
La obra que ha demandado inversiones por $44.507 millones; la inició el consorcio Lopesan Fronpeca en 2011 pero el contrato fue liquidado 2 años después por incumplimientos.
Un nuevo contrato lo adjudicaron en 2014 al Consorcio Temporal Torre Materno, ha tenido 6 prórrogas por 18 meses, por modificación y compensación de cantidades de obra y se le han hecho 3 adiciones por $4.520 millones por mayores cantidades de obra. Es posible que este viernes, cuando termine la gira por los frentes de trabajo olvidados desde hace varios años, revele alternativas de solución.
