Los diseños de la vía, entonces debieron incorporar los efectos de la presencia de agua y las alteraciones de las condiciones mecánicas del suelo subyacente de la vía, de acuerdo con las condiciones físico-químicas y mecánicas del suelo, obtenidas y estudiadas en la investigación geológica.
Esos estudios y diseños parece fueron hechos por el dueño del Quimbo y a ese hecho se le debe agregar la irresponsabilidad del estado, en la supervisión de la ejecución de infraestructura.
Son hechos y consecuencias graves que están ocurriendo en muchos caso de construcción de infraestructura vial en particular.
Los responsables son Estado y los diseñadores y ordenadores de los mismos.
