Cualquier persona, racionalmente consciente de la precariedad socioeconómica e institucional que padece Colombia, entiende la necesidad de   que sea gobernada por personas e instituciones responsables, capaces de  garantizar  desarrollo integral equitativo nacional y por ende, lograr un mejor futuro para sus ciudadanos,  en particular,  para sus generaciones futuras.

Colombia permanece estancada en desarrollo económico y colapsada, social,  cultural,  ética y moralmente.

Es  incuestionable que, el mejor negocio y decisión de toda nación, es acabar con la pobreza, la anarquía institucional, la inmoralidad, la corrupción y la impunidad.

Si  los gobiernos son conscientes del desastre socioeconómico e institucional colombiano, tienen la obligación de buscar y  generar condiciones de equidad socioeconómica y desarrollo integral y de estructurar  instituciones y ordenamiento jurídico-legal,  fuertes, garantes  del ordenamiento social legítimo  y de los derechos ciudadanos.

Son condiciones que nunca ha tenido Colombia. Lograrlas debe ser objetivo irrenunciable de todo candidato,  gobernante y la sociedad.

El relativo equilibrio porcentual de la votación, de los bloques políticos participantes, en las pasadas elecciones, no garantiza  los cambios que requiere la nación.

La  mayoría de esos grupos representan y apoyan la continuidad de la vieja política, el amiguismo, la lisonja, la componenda,  la corrupción, la inmoralidad  y la impunidad, en todos los niveles del poder público. 

Lo que inequívocamente sí pueden garantizar, es la continuidad del caos, anarquía institucional, pobreza e inequidad socioeconómica, a pesar de su asquerosa verborrea, para camuflar sus propósitos.  

En la elección presidencial próxima, realmente solo hay dos candidatos. El que representa la derecha y extrema derecha y el del Pacto Histórico.

Los  demás grupos de las componendas políticas participantes, de cualquier manera  son afines a los taimados usufructuarios de la laxa institucionalidad y de la perversidad  diabólica de los detentadores y explotadores  del poder político y económico. Son en el fondo, partidarios incondicionales de la continuidad del diabólico uribismo y el duquismo, y de todas sus perversidades. En esencia son defensores incondicionales de todas las concupiscencias que identifican a la derecha y extrema derecha. 

El elector sensato y responsable socialmente debe entender y razonar sobre la responsabilidad de su voto.   

Respecto al Pacto Histórico, para que Colombia pueda contar con esa opción,  su candidato  debe profundizar sus propuestas y hacer de la campaña presidencial, un proceso académico-instructivo, dirigido a todos los ciudadanos honestos y responsables socialmente. Debe lograr que las mayorías electorales, entiendan quienes son los responsables del atraso nacional y toda la problemática que amenaza a los pobres de Colombia, es decir a las mayorías.

La derecha  y extrema derecha,  son los responsables del desastre nacional. Y son al mismo tiempo, los  incondicionales defensores del modelo social, económico, político e institucional, que desde 1810, ha dominado y usufructuado el pode público- institucional, para su exclusivo beneficio.

Colombia necesita ser gobernada por quienes sean capaces de propiciar desarrollo integral de la nación y ordenar y desarrollar la construcción de equidad socioeconómica, redistribución equitativa del ingreso, eliminación de la corrupción en la contratación pública y privada y en todas las instancias del poder y el restablecimiento de la ética y la moral en la rama judicial.

De interés: Por quién votar

La construcción de equidad socioeconómica, requiere inexorablemente convertir en ordenamiento legal de la nación, lo más pronto posible, mínimo las siguientes decisiones, mediante leyes de Estado. Si  el congreso no responde positivamente, el próximo gobierno debe recurrir al Constituyente Primario, para depurar y reconstruir el ordenamiento legal básico,  así:   

1.-Ordenar que, a partir del triunfo del plebiscito, absolutamente nadie, en el sector público, puede recibir más de 10 salarios mínimos mensuales, por todo concepto de pensión y que todo ciudadano, al cumplir 65 años, bajo condiciones económicas de insolvencia y abandono familiar, debe recibir en adelante, un salario mínimo de pensión mensual, sin derecho a sustitución pensional.

2.- Ordenar que ningún colombiano puede ser elegido para más de dos periodos consecutivos, en órganos de representación popular, ni puede devengar por el ejercicio de sus funciones, por todo concepto, más de 10 salarios mínimos mensuales, por mes.

3.-Ordenar que todo predio, superior a 500 hectáreas aptas para agricultura y/o ganadería, sin explotación racionalmente adecuada, debe ser asignado a familias campesinas, y compensado a su propietario, de acuerdo con el avalúo catastral.

4.-Ordenar que todo predio que se requiera utilizar para ejecutar obras de beneficio general (obras públicas y otros), debe ser cedido por quien ostente el título de propiedad, en un tiempo máximo de 30 días y compensado en dinero, por un equivalente de su avalúo catastral.

Sobre derecho al trabajo e idoneidad:

5.-Ordenar que el ingreso al servicio público, en todos los casos debe ser por concurso público, mediante exámenes de conocimientos y habilidades. Establecer que siempre, la selección del concursante,  debe recaer en el mejor puntaje, y que  las pruebas de conocimiento solo las puede realizar una de las tres universidades públicas, ubicadas en el mayor ranking nacional.

Sobre corruptos y delincuentes de cuello blanco:

6.-Ordenar que todo ciudadano, funcionario público, contratista del estado  o particular, que sea sancionado, fiscal, disciplinaria o penalmente por actos de corrupción, no puede volver a ejercer cargo público, ni contratar con el estado como persona natural, ni como socio de persona jurídica, ni en consorcio o unión temporal, por el resto de su existencia.

7.-Ordenar el desarrollo de normativas legales que conduzcan y garanticen  la sustitución total de importaciones del sector agropecuario, por producción nacional  y hacer  posible mejorar la calidad de la educación, con énfasis en ciencia y tecnologías de punta.  Son aspectos vertebrales para salvar a Colombia.

Con fundamento en los planteamientos anteriores, donde quiera que tengamos oportunidad, debemos consultar al candidato Petro, respecto a su criterio sobre las reformas sugeridas. Si está dispuesto a asumir esos desafíos, apoyando al Constituyente Primario, durante todo su gobierno.
