En las democracias (hay tantas), el ciudadano con su voto, delega el ejercicio del poder ciudadano, para que un elegido ejerza el poder institucional.
Si nos equivocamos o por irresponsabilidad social o simplemente nos dejamos engañar, votamos por candidato irresponsable, que como gobernante, no le importa el bienestar ciudadano integral, sino, los intereses de la élite a que pertenece.
Bajo esa condición, no puede haber desarrollo económico-social, para todos los ciudadanos. Eso ha ocurrido en Colombia desde hace más 200 años.
Como consecuencia de esa desafortunada circunstancia, en Colombia lo que tenemos es un caos institucional. Colapsó el sentido ético y moral del poder. Eso explica la resistencia de las ramas del poder público, para rectificar y corregir lo negativo e improcedente y estructurar ordenamiento jurídico y económico, capaz de lograr desarrollo socioeconómico y culturales integral.
Así se estructuró el caos y anarquía institucional, amalgamado con politiquería y corrupción, evidentes en la estructura y ejercicio de los poderes públicos institucionales, a nivel nacional, regional y local.
Los representantes del poder, ante el público, hacen lo posible para desconocen el caos, la anarquía e inmoralidad institucional.
Pensemos y/o analicemos el discurso del Presidente Santos el día de los trabajadores. Según él y su discurso, vivimos en un paraíso. Colombia, según él, es el país de las maravillas.
El Sr Santos y el poder que lidera, desconoce la anarquía delictuosa en el sistema de salud, en el sistema de contratación pública, en el manejo del presupuesto público, en la burocrácia, en el precario desarrollo económico-industrial.
Pero sí hay cómo institucionalizar orden y rectitud, en el ejercicio del poder. No se aplica porque la corrupción se convirtió en el eje de la política y el poder en Colombia.
Un ejemplo de la anarquía y caos administrativo: El sistema de pensiones de prima media está colapsado. No es costeable. El subsidio a pensiones, en 2018 supera los $44 billones. 55% de ese subsidio lo reciben 1000 pensionados, con mesada superior a $19 millones. De más de 15 millones de mayores de 65 años, solo 2.0 millones tienen pensión y más del 70% recibe menos de 2 salarios mínimos mensuales, mientras el 20% recibe el 80% de las mesadas. Se puede estructurar y corregir el caos pensional. El poder se ha negado ha hacerlo.
La educación es un negocio para producir mediocridad. El mejoramiento de financiación y de calidad, no las atiende el gobierno, para no dañar el negocio. Colegios y universidades de garaje prosperan impunemente, a lo largo y ancho del país. Los controles estatales son falacias para encubrir la irresponsabilidad política y la corrupción.
La contratación pública o inversión pública, es el instrumento más codiciado por políticos (politiqueros), para saquear las arcas del estado, sin importar el resultado (Odebrecht, Prieto, Zambrano, Ñoños, Ptar y estadio Neiva, concesiones viales, etc.).
Son aristas del marco institucional fiscal-administrativo y social y resultados del ejercicio del poder, que hace de Colombia, el tercero más inequitativo del mundo y mayor en Latinoamérica, con las mayores tasas de desempleo, subempleo e informalidad en el hemisferio. Y por eso, desafortunadamente cada gobernante resulta peor que el anterior.
Para resolver toda esa inmundicia de poder institucional, es imperativo no volver a votar por ningún candidato, de quienes tengamos certeza, que no le interesa el bienestar del pueblo, ni la honestidad, ni la responsabilidad social, que debe evidenciar el ejercicio del poder.
Pensemos en los 8 años del desastre del ejercicio del poder uribista o los 8 del Presidente Santos (con excepción de los acuerdos con las FARC), y de ahí, hacia atrás, desde 1810.
Se queremos salir del atraso económico, industrial-comercial y de conocimientos, tenemos que elegir gobernantes solventes en conocimientos, moral y ética, capaces de imaginar iniciativas y desarrollarlas, para beneficiar a las mayorías y que no robe ni deje robar. La inmoralidad y la corrupción, amenaza el futuro de la nación. Propongámonos votar con sentido de responsabilidad
