La Vicepresidenta de la República, Francia Elena Márquez Mina, tendrá 15 responsabilidades específicas, con injerencia en los ejes de igualdad, inclusión, mujer, equidad de género, paz, derechos humanos y creación de políticas públicas.
Así lo establece el decreto No. 1874 del 9 de septiembre de 2022, expedido por el Presidente de la República Gustavo Francisco Petro Urrego.
En cumplimiento del artículo 13 de la Constitución Política, que dicta “El estado promoverá las condiciones para que la igualdad sea real y efectiva y adoptará medidas en favor de grupos discriminados o marginados (…)”, la vicepresidenta se concentrará en trabajar en las siguientes funciones:
1. Coordinación interinstitucional e intersectorial que contribuya al desarrollo, ejecución e implementación de políticas públicas que garanticen el derecho a la igualdad, el cumplimiento de los principios de no discriminación y no regresividad; la defensa de los sujetos de especial protección constitucional y de grupos discriminados o marginados.
2. Reglamentación, desarrollo e implementación de la Ley 70 de 1993.

3. Coordinación a la “Comisión de Seguimiento al Acuerdo del Paro Cívico de Buenaventura para Vivir con Dignidad y en Paz en el Territorio”
4. Coordinación de acciones necesarias para el avance de las funciones asignadas al Fondo para el Desarrollo Integral del Distrito Especial de Buenaventura, (FONBUENAVENTURA) de acuerdo a la establecido en la Ley 1872 de 2017.
5. Cumplimiento de los objetivos del fondo para el desarrollo del Plan “Todos Somos PAZcifico”, contribuyendo a mejorar la calidad de vida de los habitantes de los municipios y distritos de la zona de influencia.
6. Desarrollo de la implementación de los compromisos derivado del capítulo étnico del Acuerdo Final para la terminación del conflicto y la construcción de una paz estable y duradera.

9. Diseño de políticas, planes, programas y demás asuntos que promuevan la igualdad de género para las mujeres y creen u entorno en el que todas las mujeres que puedan ejercer sus derechos humanos y vivir a la altura de su potencial.
10. Política Pública del Cuidado.
