Sin dejar de cumplir con la Constitución Política y las leyes de la república, el gobierno de Petro y Francia ha puesto como objetivo del Plan de Desarrollo la búsqueda de la paz total.

Todas las acciones deben apuntar a cumplir con promesas de campaña que se recogen muy bien en las primeras palabras del Plan de Gobierno: “Llegó la hora de cambiar. Colombia será Potencia Mundial de la Vida mediante un Pacto Histórico que de manera urgente concrete un nuevo contrato social para el buen vivir y el vivir sabroso con todas las diversidades de la nación para entrar por fin en una era de paz cuyo rostro sea una democracia multicolor, expresión de los mandatos ciudadanos, que haga realidad la igualdad, una economía productiva que genere riqueza basada en el trabajo y la protección de la casa común. (…) Este programa para el cambio, construido desde los territorios y las voces de sus gentes, está concebido como el inicio de una transición, que en lo inmediato hará posible la vida digna, la superación de la violencia y la justicia social y climática, al tiempo que se consolidan las condiciones permanentes para una paz grande que le permita a toda la sociedad colombiana una segunda oportunidad sobre la tierra”. Estas bellas palabras reflejan las decisiones de los primeros días del gobierno y trazan la línea para evaluar su cumplimiento.

La ley establece que el Plan está compuesto por dos grandes componentes, el contenido que describe los proyectos y programas y el presupuesto plurianual, que describe la financiación de cada componente a lo largo de los cuatro años del gobierno.
A esta estructura se suman los presupuestos anuales, que se ajustan a las realidades de cada año y le confieren al Plan su elasticidad para responder a la contingencia y el cambio. El Plan es, entonces, la identificación de los proyectos y programas que se establecen en consonancia con el presupuesto disponible. De tal manera, los diálogos regionales se concentran en la identificación local y subregional de los programas y proyectos priorizados por la gente en cada caso y se hacen vinculantes porque tienen la financiación requerida en el presupuesto, para asegurar su ejecución.

Esta es la expresión de la participación directa: el diálogo entre la gente que identifica sus más apremiantes necesidades y el gobierno que asegura el presupuesto y los mecanismos de coordinación necesarios para cumplir con sus promesas. No es fácil; aún quedan muchas preguntas pendientes que ojalá se puedan responder como producto de la práctica técnico política: ¿cuáles son los niveles de detalle de los compromisos para el “desarrollo local” y cómo se hace la tabulación y selección de las propuestas? ¿Cómo se superan las limitaciones impuestas por las diferencias de tiempos, cuando hemos aprendido que el tiempo de la democracia, el tiempo de las sociedades étnicas y campesinas no es el mismo tiempo de la política, del gobierno, de los negocios?.
