El manejo económico y político de Colombia (y ejercicio del poder), desde 1810 (más de 200 años), no ha correspondido a lo que todos los ciudadanos justamente esperaban y necesitaban (hay naciones que en menos de un siglo, desde su independencia, han logrado desarrollo integral muy, muy superior a Colombia).
En Colombia y otras naciones similares, los intereses de los partidos y movimientos políticos y sus usufructuarios inmediatos, siempre han estado contra los intereses generales de las mayorías. Ahí se encuentran las causas y explicación del atraso general, en desarrollo socioeconómico y científico-tecnológico, demostrable y evidente hasta el presente.
La realidad del planteamiento anterior se consuma y agrava con la descomposición ético-moral progresivo de los actores políticos, en el ejercicio de la política y el poder público y en la estructuración, interpretación y uso de la institucionalidad, que rige y soporta el ejercicio del mismo poder. Los acontecimientos y resultados de la acción de los poderes lo demuestran.
Es irrebatible que la existencia social, determina la conciencia social. En el caso colombiano, la comunidad sometida sistemáticamente al desgobierno e irresponsabilidad del poder, la inmoralidad y la corrupción, se acostumbró a soportar poderes irresponsables, inmorales y corruptos (ejecutivo, legislativo y judicial).
La estructura y marco institucional que definen, facilitan el ejercicio del poder irresponsable, lapso e inmoral, caracterizado por ausencia de imaginación y búsqueda de soluciones y objetivos socioeconómicos y desarrollo integral, para beneficio general.
Los delegados por voto popular, para representar a las mayorías nacionales, desdeñosa y rutinariamente, desprovistos de iniciativas, se dedican a ejercer funciones rutinarias y/o a transar con el jefe de gobierno, decisiones y acciones que solo simulan el cumplimiento de sus responsabilidades de representantes de la comunidad.
Es la realidad monda y lironda que se repite en cada periodo constitucional, de ejercicio de poderes públicos, sin objetivos concretos ni alcanzables, para que se traduzcan en mejoramiento de las condiciones de vida de toda la comunidad.
Las perspectivas de mejoría de condiciones socioeconómicas y desarrollo integral de Colombia, que podrían esperarse, con la renovación de poderes en las próximas elecciones, con los planteamientos y argumentos de los actuales candidatos, no se pueden esperar.
Esos planteamientos son más de lo mismo que ha padecido Colombia, durante más de 200 años.
Se pueden sintetizar:
- Protección del capital, de quienes detentan el poder económico y político.
- Reducción de impuestos al gran capital, protección de la riqueza y mayor carga impositiva a los de menores ingresos.
- Interdicción de la soberanía nacional, a favor del capital trasnacional y nacional, con entrega del patrimonio y la soberanía nacional a la explotación foránea (privatización de carreteras, de generación eléctrica, del transporte aéreo, de servicios públicos, de la educación y la salud, etc.).
- Protección incondicional del sector financiero y de la concentración de la riqueza, etc., etc.
Ninguno osa hacer y argumentar planteamientos sobre lo fundamental, para superar el atraso, la inmoralidad, la corrupción y la descomposición social.
El flagelo de la corrupción, que socava la institucionalidad y la pone al servicio de delincuentes, del poder económico y político vigentes, el gobierno no quiere derrotarla. Da palos de ciegos para no comprometer intereses que soporten del régimen que representa. Igual ocurre en todos los frentes de la administración nacional. Sin derrotar la perversidad del poder político, económico e institucional, no puede haber solución al conflicto social, económico y moral nacional. Son temas para que analice el elector.
