En Colombia el análisis general de resultados económicos-fiscales revela desaciertos y desbalances que pueden agudizarse, bajo las perspectivas del crecimiento del gasto público, compromisos legales internos y externos de mediano y largo plazo, previsiones de ingresos fiscales, tendencias y previsiones del desarrollo industrial nacional y global y del comercio internacional.
Revertir favorablemente los desequilibrios económicos y manejar constructivamente la situación exige pragmatismo y responsabilidad política para identificar y reconocer las causas que originan los desbalances y tomar las decisiones que garanticen resolverla en el mediano plazo.
Durante los últimos años las exportaciones tradicionales y no tradicionales decrecieron sostenidamente y las importaciones crecieron, y no obedece solo a la caída de los precios del petróleo y otros productos extractivos.
Hay causas de vieja trayectoria como la sustitución de producción nacional por importaciones, baja productividad, precaria innovación y comercialización.
La importación de productos agropecuarios de consumo tradicional diario (carne, trigo, maíz, cebada, lenteja, leche, frijol, legumbres, café, arroz, frutas, miel de abeja, etc.) en los últimos años ha crecido hasta alcanzar una media anual superior a dieciséis millones de toneladas (2017) y erogación en divisas superior a U$6.000 millones.
Todos los productos agropecuarios importados hasta el presente pueden producirse en Colombia, como en efecto se producían antes de la apertura de principio de los años 90.
La importación de combustibles y derivados del petróleo en promedio ha superado los U$5.800 millones anuales en los últimos años. Colombia registró un consumo medio de 265.000 barriles diarios (2017) de carburantes y producción de crudo superior a 820.000 barriles/día. No obstante, persiste la importación de combustibles.
Por otra parte, el gasto público nacional es mayor que el ingreso año tras año y obliga endeudamiento público, externo e interno.
La tendencia del endeudamiento público, de los últimos catorce años, si no se corrige puede convertirse en grave insostenibilidad económico-fiscal en el mediano plazo.
La deuda externa del gobierno nacional pasó de U$37.341 millones en 2002 a U$89.800 millones en 2013 y a U$124.000 millones en 2.017 (40.2% del PIB).
La deuda interna supera los $220.0 billones (2017), sin incluir vigencias futuras y deuda contingente.
En el inmediato futuro deben sumarse a la deuda pública las deudas contraídas por contratación de infraestructura nacional (4G, puertos, aeropuertos), muy superiores a las previstas en los contratos básicos iniciales, como consecuencia de haber sido contratadas sin estudios y diseños. Ya hay demandas y liquidaciones parciales al respecto, que evidencian sobrecostos. Contratista (Sacyr) corredor 5-Sucre-Bolivar-Atrlantico y Ruta del Sol II (Odebrecht), Ferrocarril del Pacífico, Rutas Viales del Valle-Cauca, etc.
Si logran el cierre financiero de los proyectos pendientes, 4G y APP, las obligaciones por infraestructura contratada, en ejecución y por legalizar, en el mediano plazo, pueden generar obligaciones superiores a los $200 billones.
La implementación de los acuerdos de La Habana, de acuerdo con cálculos básicos del gobierno, demanda más de $10 billones anuales.
El volumen del endeudamiento público anualmente afecta la distribución tradicional del presupuesto nacional. El servicio de la deuda en 2018 costará más de $54 billones (cercana al 45% del recaudo nacional). El presupuesto anual debe responder por subsidios que bordean el 60% ($72 billones/2016) de los ingresos directos.
Bajo esas condiciones y previsiones de evolución del gasto público y compromisos fiscales se hace imperiosa la toma de decisiones de fondo respecto al gasto, la inversión, el desarrollo económico-industrial nacional, la racionalización y optimización de costos y gasto público, la diversificación y estímulo de la producción y exportaciones.
La importación de productos agropecuarios debe sustituirse por producción nacional y esta debe potenciarse con productividad mediante aplicación de ciencia y tecnología para alcanzar competitividad en el mercado interno y externo.
Debe sustituirse la importación de combustibles y derivados del petróleo por producción nacional y racionalizar a la baja los costos de producción, operativos y administrativos de Ecopetrol.
Son imperiosas las reformas en el sistema pensional, de salud, educación y contratación pública; esta se convirtió en la vena rota del fisco nacional por corrupción y denegación de autoridad del poder.
Deben implementarse políticas de estado que estimulen el mejoramiento del ingreso per cápita, el consumo interno y la producción con valor agregado, entre otras medidas.
Los planteamientos hechos, si se convirtieran en decisiones de estado, conducirían a ahorrar divisas, generar empleo nacional, mejorar ingresos del fisco y de trabajadores.
Pero todo está condicionado a la derrota total de la endemia de la corrupción, la politiquería y el clientelismo, en todas las instancias de la administración pública.
Derrotar la corrupción es parte integral de la solución del conflicto socioeconómico y político nacional. Según Contraloría y Procuraduría (2017), el Estado pierde más de $50 billones por corrupción, anualmente.
Además, se puede demostrar que la infraestructura pública en Colombia cuesta entre dos y tres veces más que en el resto de la región (Aeropuerto El Dorado, concesiones viales, etc.)
Son los grandes desafíos nacionales del poder político institucional y de los próximos gobiernos para resolver la encrucijada socioeconómica y fiscal colombiana, en el mediano y largo plazo.
