En sexto lugar, entre todas las entidades públicas de Colombia, fue ubicada la Alcaldía de Neiva al destacarse por tener las mejores prácticas contractuales en obra pública.
La Cámara Colombiana de la Infraestructura lo reveló en el Observatorio de Contratación de 2018, al hacer una revisión detallada de pliegos de selección de entidades, tanto en procesos de obra pública, como estudios, diseños e intervenciones.
El informe muestra el ranking de entidades del país que obtuvieron mejor evaluación en prácticas que garantizan la transparencia en los procesos y adecuada ejecución del objeto contractual, donde, la Alcaldía liderada por Rodrigo Lara Sánchez ocupa el sexto lugar.
“El informe sobre contratación da razón a buenas prácticas contractuales que garanticen la libertad de concurrencia y garantice confecciones de pliegos tipo en obra pública. Neiva se ubicó entre las mejores 10 primeras a nivel nacional con mejores prácticas contractuales, por encima de entidades del orden nacional y muchas alcaldías territoriales de igual tamaño, jerarquía e igualdad presupuestal, incluso de alcaldías y gobernaciones con estructuras administrativas más grandes”, preciso el jefe de Contratación de Neiva, Fernando Mauricio Iglesias.
Estos resultados son producto de la política de contratación establecida por el Alcalde de Neiva desde el 2016, que adelanta en un trabajo articulado con las asociaciones de ingenieros, topógrafos, electricistas y la Cámara de Comercio.
También ha hecho que Neiva se constituya en la primera ciudad del país en implementar el SECOP II, nueva versión del Sistema Electrónico de Contratación Pública, algo que fue reconocido a nivel nacional por la Presidencia de la República, Transparencia por Colombia y Colombia Compra Eficiente.
“Esto ha significado que desde el 2017 la Alcaldía de Neiva siempre esté entre las primeras 10 entidades públicas con mayor índices transparencia en la selección y estructuración en procesos contractuales; es la primera entidad territorial que adoptó el sistema de compras públicas electrónicas, y es un caso exitoso reconocido por FINDETER, el Banco Interamericano de Desarrollo y Colombia Compra Eficiente”, reveló el Jefe de Contratación Municipal.
