La historia que les voy a contar sucede en el país más rico de la Tierra. Sí, en los Estados Unidos de Norteamérica. Envuelve una de las regiones más ricas de ese país, el estado de California que, medido individualmente es la octava economía mundial. Una región y un país que son el paradigma del desarrollo económico, social, cultural. Si tienen algo de qué enorgullecerse es de la inmensa riqueza que han construido a lo largo de 200 años que cubren los siglos XIX y XX. La mayor epopeya de esta empresa es la colonización de la “frontera oeste” que, terminó dándole forma a la moderna nación norteamericana.
El período del que hablamos, suscitó importantes avances en la industria, las comunicaciones y la agricultura, a costa en muchos casos de una intensa explotación de los recursos humanos y naturales. Y, aquí está el quid del problema.
La historia tiene que ver son la sobreexplotación que ha sufrido su principal fuente hídrica: el río Colorado. “El río Colorado nace en Wyoming, recorre 2.300 kilómetros, da de beber a 40 millones de personas, riega 1,8 millones de hectáreas de cultivos, genera 4.200 megavatios de electricidad, cruza la frontera y va a morir en el desierto de Sonora.” Para siete estados de EE UU y dos estados de México, (Wyoming, Utah, Colorado, California, Nuevo México, Arizona y Nevada; Sonora y Baja California) la sostenibilidad de su cuenca es de vital importancia.
Pero, por la sobreexplotación la cuenca lleva 19 años de sequía técnica. Es decir, lleva agua a lo largo de casi todo su recorrido para beber, regar, generar energía, …, pero no desemboca en el mar, se seca en el desierto de Sonora, lejos del delta que formó durante milenios cuando desembocaba en el Mar de Cortés.
La situación de su manejo es de tal gravedad que, tanto los gobiernos de los Estados Unidos, como de México, desde 1944 tienen firmado un tratado para el reparto y uso de sus aguas. Tratado que ha tenido varias enmiendas, la última en el año 2017, con la característica que es cada vez más difícil de cumplir, sobre todo para los estados mexicanos que están al final de su recorrido.
La causa es el cambio climático. Los primeros 15 años de este siglo han sido el período más seco en los últimos 1000 años. Si se compara el presente con el pasado lejano estas sequías serán más habituales y agudas. De ahí que, los estados del país del norte involucrados en la afectación del río Colorado, hayan llegado a un acuerdo para restringir el uso del agua a la que tienen derecho. Es un acto de responsabilidad y comprensión de la crítica situación que viven. México, que estaba a la espera de esta decisión que se tomó en este mes de mayo, está comprometido a diseñar un plan complementario al asumido por los estadounidenses.
Definitivamente, comprender que la naturaleza no es infinita y que el uso de la biodiversidad y los servicios ecosistémicos es un derecho humano imprescindible, obliga a diseñar políticas de cooperación social para abordar el efecto antrópico nocivo y destructor
