La Contraloría General de la República, identificó 1.176 proyectos críticos, obras inconclusas y elefantes blancos sin utilidad pública y social, por $8,6 billones, en todo el país, a través de su estrategia de control fiscal participativo “Compromiso Colombia, reveló el Vicecontralor Ricardo Rodríguez Yee.
A lo anterior se agrega que cerca del 54% de los recursos de regalías sigan sin presentar ejecución y $15,6 billones permanezcan en cuentas bancarias, evidenciando que buena parte de los proyectos presentados por los Gobernadores, no tienen un objetivo social fuera de ser concebidos con el sentido real con el que deben ser ideados, es decir, sin ninguna utilidad pública.
El Vice contralor intervino en la Cumbre de Gobernadoresde Gobernadores realizada en Cartagena, donde les pidió, cuidar los recursos de regalías, que son de Los Departamentos y, por culpa de la corrupción han tenido un manejo centralizado.
Al respecto, entregó un dato relevante: las auditorías y seguimientos que realizó en 2019 la Contraloría General de la República, a los recursos de regalías en todo el país, permitieron detectar hallazgos fiscales por valor de $727.020 millones y se generaron beneficios de auditoría por $119.849 millones.
La Contraloría General de la República realizó auditoría al Sistema General de Participaciones y a recursos para el Programa de Alimentación Escolar, vigencia 2018, en 38 Entes Territoriales (Departamentos, distritos y municipios), incluyendo en ellas la revisión de la ejecución de los recursos destinados para Alimentación Escolar.
En esta auditoría, señaló el Vicecontralor, se encontraron deficiencias como:
- Raciones pagadas, pero no suministradas en el municipio.
- Aumentos injustificados del valor de la ración en adición de contrato.
- Certificaciones expedidas por los rectores y coordinadores de instituciones educativas y por los supervisores de los contratos con diferencias entre la duración del contrato y el número de raciones entregadas.
- Y adicionalmente, incumplimiento de la minuta y del número de raciones, faltando estudiantes contratados por comer.
