Colombia enfrentó un severo choque externo y gracias a las políticas del Gobierno enfocadas a atender las necesidades de salud, educación, vivienda, trabajo, servicios públicos y los relacionados con la juventud y la niñez, anticipó en dos años su meta de sacar de la pobreza a 5 millones de colombianos.
Lo anterior se estableció con una medición más amplia, integral y completa hecha por el Departamento Administrativo Nacional de Estadísticas (DANE), que es el Índice de Pobreza Multidimensional (IPM), desarrollado en la Universidad de Oxford, que es más exigente y que determina mejor la calidad de vida, frente a la que simplemente mide los ingresos que recibe cada colombiano.
Liderado por el Presidente Juan Manuel Santos, Colombia fue pionera en adoptar esa medición para saber con más precisión la manera en que sus habitantes están accediendo a los servicios que se prestan y no únicamente si sus ingresos subieron o no, que es lo que mide la pobreza monetaria.
Por ejemplo, no basta con que los hijos en una familia estén matriculados en una escuela, sino hay que determinar que efectivamente hayan estudiado, que es lo que establece el IPM.
“Sacar a una persona de la pobreza monetaria es mucho más fácil. Muchos países lo logran otorgando subsidios. Pero esta medición que hacemos no tiene en cuenta únicamente si ese habitante aumentó su ingreso monetario, sino si pudo acceder o no a los servicios de salud, educación, vivienda y servicios públicos, por ejemplo”, dijo el Director del Dane, Mauricio Perfetti.
“Por eso, la medida de pobreza multidimensional es más exigente y nos permite saber las variables que determinan si fue atendido en esas dimensiones”, explicó.
¿Por qué Multidimensional?
Se llama Índice de Pobreza Multidimensional porque se evalúan 5 dimensiones en los hogares colombianos: vivienda, salud, educación, trabajo, juventud y niñez.
Estas dimensiones involucran 15 indicadores, lo que implica que es mucho más amplia y completa que la monetaria. Aquellos hogares que tengan privación en por lo menos el 33% de los indicadores son considerados pobres.
Las dos formas de medición son complementarias y no excluyentes.
Resultados pese a choque
Gracias a los programas del Gobierno destinados a atender las necesidades delos colombianos más vulnerables, los cuales se mantuvieron pese al fuerte choque que propinó la caída en los ingresos petroleros, el país logró con dos años de anticipación al objetivo que se había fijado sacar de la pobreza a 5,13 millones de habitantes entre el 2010 y el 2016, así como bajar la desigualdad.
Una situación parecida sufrieron los países, entre ellos Colombia, en la década del 80, cuando fueron afectados por un choque externo que aumentó la pobreza, explicó Perfetti.
Pero en la presente década, Colombia pudo enfrentar el choque de los menores ingresos petroleros y sacar a más colombianos de la pobreza gracias a que aseguró el acceso a los distintos servicios para satisfacer sus necesidades.
Perfetti destacó que Colombia se ubica como uno de los 4 países del mundo que más rápido ha reducido su pobreza en el mundo. En el 2010, la pobreza multidimensional alcanzó un 30,4%, en el 2016 cayó a 17,8%.
La meta de desigualdad, que en algunos países toma años que baje, también se cumplió de manera anticipada al bajar a 0,517 frente a 0,567 en 2008, de acuerdo con el llamado Coeficiente de Gini.
“La pobreza multidimensional no solo mide si mejoró el ingreso, sino que establece que cuando tuvo una necesidad frente a un problema de salud fue atendido, o si sus hijos accedieron a la jornada escolar, por ejemplo. Es mucho más completa la medición”, dijo el director encargado de Prosperidad Social, Nemesio Roys.
