Estudio realizado por el Banco de la República, con apoyo de CAMACOL, presentado en el Congreso Colombiano de la Construcción en Cartagena, determinó que la informalidad urbana tiene una alta correlación negativa con la competitividad de las regiones y la informalidad laboral.
La investigación, que tuvo en cuenta el Índice Departamental de Competitividad del Consejo Privado de Competitividad del año pasado, evidenció, entre otras cosas, que los trabajadores formales tienen más posibilidades de acceder al mercado formal de vivienda ya que cuentan con la posibilidad de demostrar estabilidad en sus ingresos y, de igual manera, las personas que habitan viviendas formales se benefician de un entorno que les brinda la posibilidad de acceder más rápidamente al mercado formal de trabajo.
Es decir, el hecho de habitar una vivienda informal aumenta la probabilidad de ser trabajador informal, lo que el estudió lo cuantificó en 13 puntos porcentuales de diferencia con respecto a quienes habitan una vivienda formal. Así mismo, aproximadamente el 30% de quienes tienen un empleo informal habitan también en una vivienda con características de informalidad. Esto, por supuesto, tiene algunas variaciones en cada área metropolitana.
La informalidad en los dos mercados, laboral y urbano, muestra evidencias de persistencia en el tiempo. De acuerdo con los resultados del estudio, aquellas áreas metropolitanas que tenían altas tasas de informalidad en el pasado siguen con el mismo comportamiento. La investigación también encontró que existe una clara relación entre la informalidad (urbana y laboral) y la competitividad de las ciudades.
Frente a los resultados de la investigación, la presidente ejecutiva de CAMACOL, Sandra Forero Ramírez, argumentó que “los esfuerzos por promover el desarrollo formal deben ser priorizados en las acciones de política pública nacional y local, de lo contrario, la historia nos muestra que el crecimiento informal y precario de las urbes seguirán siendo una gran talanquera para la competitividad y la calidad de vida”.
