El término justicia, está definido como la virtud que hace dar a cada quien lo que le corresponde. Son condiciones, morales y sociales fundamentales, que obliga equidad, imparcialidad y rectitud.
En Colombia esto es retórica. Un sueño realizable, solo bajo la condición de derrotar la ignorancia popular y ruindad mental de los usufructuarios del poder y con ello, la indiferencia, la tolerancia, la complicidad social y la impunidad jurídica. Es un desafío cósmico, frente a las circunstancias seudo-ideológicas y estructurales vigentes, del poder político y económico, dominantes.
La práctica racional y responsable del principio de justicia, obliga y genera equidad. Debe ser la divisa imprescindible de todo gobernante y político. Pero toca decir: debe ser; porque en Colombia se hace política por negocio. La base del negocio cosiste en mantener el poder político para aumentar y proteger el poder económico, utilizando todos los medios y procedimientos posibles, para lograrlo.
Después de más de doscientos años de supuesto régimen independiente, soberano y democrático, bajo el mando de gobiernos, que supuestamente actuaron, conforme a principios filosóficos de solidaridad y responsabilidad social y política, la pobreza, la injusticia, la corrupción y el atraso intelectual, sigue azotando a más del 90% de la población. Gobiernos caracterizados por la mediocridad y el analfabetismo funcional, pasto del arribismo del gregarismo y la complicidad social, que garantiza, en muchos casos el triunfo electoral de los más funestos y rapaces.
De esas mismas condiciones se derivan otras consecuencias evidentes en la administración pública, como la inoperancia, ineficacia y venalidad en la aplicación de la ley y protección de la vida y honra de los ciudadanos, de esos mismos que eligen a sus gobernantes-verdugos.
¿Por qué países que estuvieron sometidos a condiciones políticas, sociales y económicas, peores que las que padece Colombia, pudieron desarrollarse integralmente en los últimos años (Corea del Sur, Vietnam, Singapur, países nórdicos, etc.) y pudieron derrotar la pobreza y el atraso material e intelectual?
Porque tuvieron gobernantes responsables que privilegiaron el interés general sobre el particular y la calidad de vida de las mayorías. Porque entendieron que el mejor negocio de toda nación es construir equidad socioeconómica y acabar la pobreza en general.
¿Por qué el auge de la criminalidad, la ilegalidad y la delincuencia, en la actividad pública y privada?
Porque el pueblo está sometido a una vil servidumbre, bajo el espejismo de la democracia condicionada y caricaturesca.
Vale recordar: Bolívar expresó sobre la servidumbre, a L. Perú de Lacoix: “…el pueblo siempre oprimido (y confundido) por los militares, clérigos, abogados, doctores, lo estará siempre, aún con la Constitución más democrática, porque depende de la poca educación (y mala educación) y porque en Colombia hay una aristocracia de rango, de riqueza y de empleos.” Y decimos: sigue igual o peor, por la existencia de mafias de diversas calañas, que imponen el estancamiento, la exclusión, el desplazamiento, la criminalidad y la inviabilidad del desarrollo social integral con equidad.
Ese diabólico caldo de cultivo en que se ceba el poder público, la burocracia, la politiquería y el clientelismo, nutre la corrupción y la inmoralidad y corrompió todas las esferas del poder, en mayor o menor proporción y parió Carteles de la Toga, festines de compra-venta de testigos, sentencias y condenas y ha garantizado en muchos casos, que delincuentes de alta peligrosidad, disfruten de absoluta impunidad, como en los casos de responsables intelectuales de masacres (El Aro, La Rochela, falsos positivos, exterminio de líderes sociales y defensores de derechos humanos, etc.). E hizo posible que, desde altas esferas del poder, impongan domino sobre órganos de control y ramas del poder público, para asegurar la defensa de sus intereses y de la impunidad. Es lo que ocurre en Colombia y lo que impide el ejercicio de plena democracia e impide el desarrollo socioeconómico con equidad.
Si el Pueblo, como Constituyente Primario decide votar con responsabilidad social, podemos derrotar la corrupción, la politiquería, el clientelismo, la anarquía y el caos institucional y el contubernio del poder. ¡Decidamos!
