El desastre de Hidroituango lo anunciaron los líderes sociales desde que comenzó el proyecto. Lo dijeron en mayúscula y negrita; invitaron a los medios de comunicación; mandaron reportes a fiscalías, procuradurías, Presidencia, gobernaciones. Y nadie escuchó. Eran invisibles. Tan invisibles que en las últimas semanas mataron a dos líderes sociales que se oponían al proyecto desde distintas perspectivas. Y ni así. Los medios se volcaron a clamar por la solidaridad por un plato de fríjoles para don José mientras la comunidad cercana a ese megaproyecto tenía que arreglárselas por su cuenta.
La única voz autorizada era la de las Empresas Públicas, sus directivos e ingenieros. Esa era la versión oficial mientras cientos de campesinos, pescadores, mineros artesanales tenían que convivir con el monstruo creado por EPM.
Y solo cuando emergió ese monstruo del río Cauca con toda su fuerza devastadora, los medios cayeron en la cuenta de que se trataba de una verdadera tragedia. Pero la tragedia venía desde hace rato. Según el portal de noticias ambientales es.mongabay.com, “en el Movimiento Ríos Vivos de Antioquia han sufrido 63 amenazas, 6 de sus integrantes han sido asesinados y se han dado 11 casos de desalojos masivos en los que se han visto afectadas 700 familias”.
Quienes no conocen el cañón del río Cauca puede que se tomen las cosas a la ligera. Pero me gustaría que todos hiciéramos un ejercicio de razonamiento abstracto. El río Cauca se extiende a sus anchas cuando pasa por el Valle, pero en la medida en que entra a territorio antioqueño tiene que angostar su ancho cauce para poder meterse entre las cordilleras escarpadas; cuando pasa por el suroeste ya está embravecido, y eso que es apenas el comienzo de esa camisa de fuerza para tanto caudal. Recorre toda Antioquia, de sur a norte; así que todos se pueden imaginar su caudal, además robustecido por todos los afluentes de las cordilleras Central y Occidental, cuando llega a Puerto Valdivia. Represar el río Cauca a esa altura fue un error desde el comienzo. Y por eso emergió el monstruo.
Pero aquí las comunidades siempre son lo de menos. El Gobierno, los medios de comunicación y poderes económicos se hacen los de las gafas frente al clamor de los ciudadanos. Aquí parece que todo se puede mientras haya plata de por medio. Se pudo la represa de Urrá, por encima del pueblo embera, que se apostó en la trastienda del Ministerio de Ambiente. Y le dieron luz verde a un proyecto arriesgado que puede convertirse en el peor desastre ambiental del país de todos los tiempos, y en el peor fracaso de la ingeniería nacional en toda su historia –puede que ya lo sea–. Mientras tanto, el Fiscal fiscaliza ciertas cosas que son de “conveniencia nacional” y el Procurador procura casos de “conveniencia nacional” y el Gobierno gobierna para esos casos de “conveniencia nacional”, y, por supuesto, los medios de comunicación comerciales dirigen sus micrófonos hacia esos casos de “conveniencia nacional”.
Entre tanto, en la trastienda del país sucede Hidroituango, sucede que despertaron un monstruo, sucede que matan a los líderes sociales (van 285 desde 2016 hasta el 11 de mayo de 2018), y aquello no parece tener doliente ni fondo.
A la Defensoría del Pueblo llegó un comunicado de las Águilas Negras amenazando a todo el mundo en los peores términos: “No estamos jugando, a partir de la fecha procederemos a ejecutar militarmente nuestra advertencia a través de nuestros bloques en cualquier parte donde se encuentren guerrilleros hijueputas disfrazados de defensores de derechos humanos”.
