Vergonzosa pero no sorpresiva desgraciadamente, la terminación de la actuación disciplinaria por vencimiento de términos en el caso del sonado escándalo protagonizado por varios concejales en la elección de la personera y el contralor de Neiva de entonces ocurrido en el año 2016, donde hubo tongo evidente con la compra de votos, sin duda el mayor acto colectivo de corrupción que hemos tenido en la historia de esta descaecida ciudad azotada por el pillaje en su administración pública, como que ahora el mismo alcalde tiene medida de aseguramiento: en tanto, el mejor de los abogados que tienen estos filibusteros en las actuaciones disciplinarias y judiciales, como no, es el doctor vencimiento de términos que no precisa mayor preparación ni conocimiento jurídico, para sacar indemnes fácilmente de los entuertos a sus defendidos.

Sin duda verecunda, porque es una auténtica deshonra para la justicia disciplinaria que un escándalo de corrupción de esta magnitud quede impune por la incuria del organismo de control, que debió tener toda la diligencia del caso por respeto a la ciudadanía que tenía legítimo derecho a saber oportunamente de la mano de sus investigadores y el derecho disciplinario, si habían incurrido o no los concejales y demás personas involucradas en graves faltas contra la administración pública, máxime que por la gravedad de los hechos, soportados con un cardumen de pruebas por la fiscalía, 8 concejales fueron capturados en una redada de espectáculo, que al parecer se quedará solo en eso si en el proceso judicial triunfa también el doctor de marras para garantizar la impunidad.

Y es que en este caso la misma Procuraduría destaca la incuria y la desidia injustificable de la investigación que hizo posible la oprobiosa impunidad disciplinaria, como que literalmente la paralizaron los investigadores – lo cual vale la pena indagar para que se establezcan responsabilidades -, pues no puede ser posible que prescriban o venzan los términos y nadie responda en la justicia disciplinaria y penal por los estragos que hace este eficaz abogado amigo de la impunidad, como que de haberse investigado responsablemente y con celeridad dada la importancia del caso para la ciudadanía, fácilmente los encartados en la grave trampa para elegir funcionarios públicos pudieron ser sancionados ejemplarmente, como atinadamente lo dijera el director de Concejo Visible, Yilber Saavedra.

Con razón deben estar celebrando los concejales implicados, algunos de ellos en ejercicio actualmente, por este caso inadmisible de impunidad disciplinaria, que amerita ahora que se habla de reformas a la Procuraduría y a la Justicia para tratar de conjurar esta aberración para la sociedad, que hace posible que la ciudadanía no tenga credibilidad alguna en la justicia ni en los organismos de control: que haya una verdadera transformación que además de dotar de recursos y más jueces, se establezcan términos prudenciales e improrrogables con sanción de pérdida del empleo para los funcionarios que no resuelvan oportunamente los casos de corrupción en la administración pública, que es la plaga de plagas que nos ha invadido sin misericordia, agudizada por la actuación vergonzosa del vitando doctor vencimiento de términos.
