La contratación de obras con la Agencia Logística de las Fuerzas Militares de Colombia, deja hallazgos fiscales por $41.921 millones, según auditoria de la Contraloría General de la República.
El mayor hallazgo es de $39.319 millones en la construcción del Puerto Fluvial Avanzado de Infantería de Marina N° 31
En ese sentido la Contraloría señala:
“El mayor hallazgo encontrado con presunta incidencia fiscal es por $39.319 millones, producto de ineficientes gestiones contractuales de la Agencia Logística de las Fuerzas Militares, en desarrollo del Convenio de colaboración No. 12-060 MDN/ARC-ECOPETROL No. 12-060 (5211516) firmado con Ecopetrol, para la construcción del Puerto Fluvial Avanzado de Infantería de Marina N° 31, obras que no se han ejecutado dentro de los plazos previstos, debido a debilidades en los estudios y diseños, incumplimiento de contratos y deficiencias de supervisión y control”.

Otro hallazgo
La Contraloría Delegada para el Sector Defensa y Seguridad estableció un presunto hallazgo fiscal por pagos injustificados en cuantía de $2.601 millones del Contrato No. 001-001-2015 para la construcción de Batallón Especial, Energético y Vial, BAEEV N° 16, ubicado en Puerto Jordán (Arauca).
Como resultado de la evaluación e inspección de las obras de conducción de este Batallón, se evidencia incumplimiento de las funciones asignadas al supervisor, por cuanto se reconoció como desequilibrio económico del contrato un mayor valor respecto al costo del transporte por más de $1.486 millones, que se encontraba dentro de los riesgos económicos que debía asumir el contratista.
Y como segundo hecho generador de daño, se evidenció el pago del corte final de obra, en cuantía de más de $1.115 millones, a pesar de las recomendaciones de la interventoría de no pagar dicho monto.
