A las 02:08 p.m. del 7 de abril de 2017 un correo electrónico amenazante presuntamente rubricado por las Autodefensas Gaitanistas de Colombia (AGC) llegó las direcciones electrónicas de seis lideresas y líderes sociales y defensoras y defensores de derechos humanos del Cesar que pertenecen a organizaciones sociales que adelantan iniciativas de defensa de los territorios, que están promoviendo la creación de Zonas de Reserva Campesinas (ZRC) en la Serranía del Perijá, que acompañan la implementación del Acuerdo de La Habana y que impulsan la participación de la sociedad civil en los diálogos entre el Gobierno nacional y el ELN. Algunos apartes del contenido del mensaje de marras son los siguientes:
“No vamos a permitir que guerrilleros haciéndose pasar por defensores de derechos humanos vengan a instaurar la dictadura castrochavista comunista. Todos los que están apoyando la falsa paz de los terroristas FARC, impulsadores de Mesa Social, supuestos representantes de víctimas, serán exterminados. No vamos a dejar que nuevamente vuelva el terror comunista al Cesar. Si siguen defendiendo a los falsos reclamantes de tierras que sólo quieren apoderarse de las tierras de la gente de bien, si siguen queriendo formar Zonas de Reservas Campesinas, guaridas del terrorismo, si siguen apoyando la Mesa Social del terrorista ELN y acusando a honorables servidores de la fuerza pública y sobre todo denunciando nuestra presencia en la región, los vamos a descuartizar junto con toda su familia. Son objetivos militares los sindicalistas acaba empresas, los falsos defensores de derechos humanos […] los comunistas de Marcha Patriótica, el Congreso de los Pueblos y las ONG que defienden terroristas […] Están advertidos. Exterminio total a las ratas comunistas”.
Entre las defensoras y defensores de derechos humanos que recibieron amenazas directas y taxativas se encuentran Dairo Bayona Ramírez, destacado militante de la Unión Patriótica (UP) y dirigente campesino; Guillermo Pérez Rangel, vocero regional del Congreso de los Pueblos (CDP) y dignatario de la Asociación de Campesinos y Comunidades Sin Tierra del Cesar (ASOCAMTICE) y Marta Rodríguez Sánchez, coordinadora del equipo técnico del Nodo Caribe de la Asociación Nacional de Zonas de Reserva Campesina (ANZORC) y estudiante de la Universidad Popular del Cesar (UPC).
El mismo mensaje amenazante también fue enviado a Javier Martínez Cabello, presidente seccional del Sindicato Nacional de Trabajadores de la Industria Metalmecánica, Metálica, Metalúrgica, Siderúrgica, Electrometálica, Ferroviario, Comercializadoras, Transportadoras, Afines y Similares del Sector (SINTRAIME), secretario de Derechos Humanos de la Central Unitaria de Trabajadores (CUT) e integrante del Congreso de los Pueblos (CDP), a Elvia Jiménez, dignataria de la Federación Nacional Sindical Agropecuaria (FENSUAGRO) y a Alejandrina Ayastuy, de nacionalidad argentina, coordinadora de la Oficina Regional Valledupar de la Misión de Apoyo al Proceso de Paz de la Organización de Estados Americanos (MAPP-OEA).
La amenaza se materializa justo un día después que las personas arriba referenciadas participaran activamente en una sesión del Subcomité Departamental de Protección, Promoción y Garantías de No Repetición del Cesar, el cual fuera realizado en Valledupar a instancias de la Oficina Asesora de Paz de la Gobernación del Cesar, en donde se hicieron varias denuncias acerca de la configuración de estructuras de naturaleza neoparamilitar en distintos municipios del departamento y el mismo día en que pobladores de Agustín Codazzi salieran a las calles a marchar en repudio al múltiple homicidio perpetrado en la vereda San Ramón en horas de la madrugada del 29 de marzo de 2017 y que cobró la vida de tres jóvenes de ese municipio.
Se precisa recalcar que las defensoras y defensores de derechos humanos y líderes y lideresas sociales amenazadas pertenecen a algunas de las organizaciones sociales que fueron focalizadas en las advertencias emitidas recientemente por el Sistema de Alertas Tempranas (SAT) de la Defensoría del Pueblo el 28 de noviembre de 2016 y el 30 de marzo de 2017.
Debido a lo contraproducente que hasta el momento ha sido la participación de las organizaciones sociales en escenarios interinstitucionales como el Subcomité Departamental de Protección, Promoción y Garantías de No Repetición del Cesar, se le solicita a las autoridades concernidas lo siguiente:
1. Atender de manera oportuna y adecuada las recomendaciones contenidas en las advertencias emitidas por el SAT: IR. No. 040-16.AI. e IR No. 010-17.AI.
2. Conformación de la Mesa Nacional de Garantías del Cesar, demanda que ha venido siendo planteada por las organizaciones sociales cuyo trabajo está en alto riesgo, sin respuesta, desde principios de este año.
3. La realización de una sesión especial para el Cesar de la Comisión Nacional de Garantías de Seguridad, creada en el marco del Acuerdo de La Habana, para que aboque las denuncias que se han venido haciendo sobre el resurgir del paramilitarismo en el departamento.
