La alcaldía Florencia, Caquetá, pagó el suministró de 6.089 metros cúbicos de asfalto, registró el ingreso de 4.442 metros cúbicos, presentándose un faltante de 1.666.
De acuerdo con el Contrato de Suministro 016 de septiembre de 2016, junto con una adición al mes siguiente, por más de $1.000 millones, se debía suministrar asfalto natural para el mantenimiento y mejoramiento de las vías principales de la ciudad.
La Contraloría General de la Nación, constató que en los procesos de cargue y transporte del asfalto natural, se iba “desapareciendo” 1 metro cúbico por cada 7 metros cúbicos supuestamente despachados. La carga era contabilizada en las actas, pero era menor la cantidad efectivamente transportada en los vehículos hasta las obras.
La alcaldía municipal pretendió justificar lo sucedido, aduciendo la necesidad de acelerar el suministro del producto, ordenando el transporte del asfalto en cargas de 7 metros cúbicos. Sin embargo, el producto se siguió transportando en las mismas volquetas, cuya capacidad de carga eran los mismos 6 metros cúbicos de siempre, a pesar de registrarse el transporte y entrega de 7m3. De esa forma, con cada volqueta despachada, desaparecía 1m3 del asfalto pagado por la Alcaldía.
La falta de control y supervisión por parte de la Alcaldía de Florencia, en el departamento del Caquetá, llevó de esa forma a una pérdida por más de $345 millones de pesos en asfalto, que terminó afectando la movilidad y las condiciones de vida de los habitantes de la ciudad de Florencia.
