Está en desarrollo el recurrente festín electoral colombiano. No hay sorpresas. La mayoría de los candidatos se mueven bajo la dinámica del clientelismo, la politiquería, la lisonja y el desconocimiento de las reales necesidades de la comunidad, en el campo del desarrollo institucional y social.
En Colombia lo que se practica y explota con habilidad, es la politiquería y el clientelismo y por eso, generalmente cada gobernante resulta peor que el anterior.
El clientelismo, la politiquería potencian la irresponsabilidad social y, las acciones y decisiones del gobernante. Son los factores que propician y potencian la corrupción en el manejo de lo público y constituyen la causa del precario desarrollo nacional, del conflicto económico-social y la endémica pobreza de las mayorías nacionales.
Hay ciudadanos honestos, es innegable, pero cuando incursionan en la política, generalmente son arrollados por el populismo vergonzante de los politiqueros de oficio, ciegos perseguidores de su presa: El botín público.
Todo ciudadano debe ser consciente de la realidad que vive el país. Se lo tomó la mediocridad, la irresponsabilidad institucional y social, el amiguismo, el oportunismo y la delincuencia de cuello blanco. Los hechos lo comprueban.
Desafortunadamente la decisión de votar por un candidato, la toman los electores generalmente sin conocer antecedentes y solvencia política del candidato.
Desde hace más de 200 años, los gobernantes, no han ejercido el poder en pro del interés general de los ciudadanos. Ésta, la causa del atraso socioeconómico, industrial, tecnológico y educacional nacional.
El elector debe analizar quién es el candidato y qué intereses representa. Quiénes lo apoyan, rodean y asesoran. Debe analizar su discurso, sus planteamientos y propuestas, sus antecedentes sociales y políticos, su formación intelectual y su posición y criterios respecto al desarrollo integral regional, nacional y global.
Si en la actual contienda electoral, todos hiciéramos el análisis concreto de las calidades de cada candidato, teníamos que concluir, que prácticamente no hay por quién votar.
Es deber de todo ciudadano, evitar que continúe el festín de lo público y su consecuente generación de efectos negativos sobre el desarrollo nacional y calidad de vida de las mayorías.
El instrumento y recurso ineludible para el cambio, debe ser el voto del ciudadano honesto y responsable. El voto hay que usarlo correctamente para superar el caos institucional local, regional y nacional y prevenir los desbordamientos del poder.
Si nos equivocamos o negociamos el voto, no tenemos derecho a quejarnos de los resultados negativos del ejercicio del poder público.
Son reflexiones oportunas para época electoral, especialmente: ¿Por qué los presupuestos públicos nunca alcanzan? ¿Por qué tanta corrupción e investigaciones sin resultados? ¿Por qué la precariedad de los servicios públicos, la crisis vial, la pésima calidad de la educación, la inseguridad ciudadana, el sostenido negocio nefasto de la salud?
Esas realidades son las que deben tenerse en cuanta, para decidir por quién votar.
Las ineficiencias e irresponsabilidad de los gobernantes propician los pésimos resultados del poder público, la corrupción, la inseguridad y la pobreza.
La desfachatez de los gobernantes es tozuda. Saben las causas de los graves problemas que aquejan a las mayorías, pero no los atacan porque menoscaban los intereses de los avezados explotadores de lo público.
El ambiente de las próximas elecciones, el elector honesto y sensato, racional y responsable socialmente, debe aprovecharlo para analizar e indagar sobre la situación socioeconómica y política del país y sobre las perspectivas socioeconómicas del futuro.
Bajo las condiciones fiscales y de endeudamiento público, las tendencias del desarrollo nacional y la deficitaria institucionalidad, el horizonte socioeconómico de la nación es absolutamente preocupante y los órganos de poder, especialmente el congreso y el ejecutivo nacional, no dan señales de preocupación por la problemática nacional y sus naturales consecuencias.
En época de proselitismo político, se propician condiciones para el análisis de la situación nacional y para la exploración de posibles alternativas de soluciones.
Es posible explorar el uso de recursos legales constitucionales, al alcance del constituyente primario como el plebiscito, el referendo, las consultas populares, para comenzar a reestructurar el ordenamiento legal y profundizar la participación democrática. Esos recursos han sido poco utilizados, frente a la negativa o renuencia del Congreso a plantear y aprobar instrumentos legales de cambio y rectificación.
La malograda consulta popular anticorrupción reciente, aunque no alcanzó la meta, demostró que esa vía y otras, son posibles para lograr las transformaciones institucionales que se requieren para profundizar la democracia y derrotar el delito.
La participación directa del constituyente primario, con el propósito de mejorar el marco legal institucional y la equidad socioeconómica integral, debe ser objeto de promoción y socialización ante los ciudadanos, con tanta o mayor profundidad que el programa de un candidato o movimiento político y es la forma de desarrollar la democracia, cuando el Órgano Legislativo y el Gobierno no actúan como debieran hacerlo.
